Research On The Disclosure Of Basic Education Information In Russia

In this paper,we took the official network of Russian educational institutions as the research object,according to the level of economic development,geographical location and population density,we selected a municipality directly under the Central Government,six states,three districts from each state,and a school with good quality of teaching,through the analysis of the content and quantity of public network of these agencies,we revealed the present situation of information disclosure of basic education in Russia,analyzing its general characteristics and shortcomings,and putting forward the enlightenment to our country.This article is divided into four chapters.In the first chapter,we briefly hackled the background and relevant laws of Russia's information disclosure policy,mainly including the relevant policy documents issued by the federal governments and local governments.Russia has not issued a special legal document for the disclosure of educational information,but only made a provision in the twenty-ninth article of the "Russian Federation Education Law".In the second chapter,we made a survey of the public content of the official network of the educational administration,and analyzed the overall characteristics and shortcomings of the educational information disclosure of the states.In this paper,we found that the degree of information disclosure of the official network of the educational administration in the economically developed areas,such as St Petersburg,Moscow,and Leningrad Oblast,were higher than the other three states.Among them,the information disclosure of the official network of the educational administration in St Petersburg,Volokolamsky District of Moscow State and Kirishsky District of Leningrad Oblast was better.The formalization of the public content was a common problem in the states.In the third chapter,we analyzed the official website of eighteen schools in six states.After studying the public information of the school's official website,we found that the content and the number of the information openness in schools of St Petersburg,Moscow and Leningrad was obviously better than that in schools of Sverdlovsk Oblaet,Krasnoyarsk Krai,and Amur Oblast.Especially,there were some schools which developed information disclosure of official network better,such as The 171st Grammar School in St Petersburg,The 4th School in Podporozhsky District,and The 8th School in Shatursky District.The fourth chapter was a summary of the whole research.There were obvious regional differences in the level of education information disclosure in Russia.In the economically developed areas,the degree of information disclosure was higher,the channels of information disclosure were more varied,and the public key information was basically consistent.But at the same time,there were also some shortcomings in the information disclosure of basic education in Russia,such as the unsound public systems,the asymmetric education information,the overformalized contents,and so on.There were also the same problems in the disclosure of education information in China,for example,the formalization of content couldn't meet the needs of education information from all walks of life,the supervision mechanism wasn't sound,and the effect of the third party supervision was very little.China could solve these problems from three aspects:first,we should perfect the system of education information disclosure.We could improve the relevant legal documents,establishing and perfecting the information disclosure supervision mechanism,and drawing into third party supervision mechanism.Second,we could improve the content of information disclosure.Putting the needs of the students,parents and teachers in the first place,and opening the information in strict accordance with the requirements of the law.Third,we could strengthen propaganda work.The staff should do a good job of publicity,let the people really understand the information public,and encourage people to actively participate in the information public supervision work.
