The American school choice movement began in the middle of the 1980 s.It also called " Public Choice Movement " and " School Authorization Movement ".The main policies were as follows: school-based management,voucher preparation,choice of school,etc.This paper summarizes the development of American school choice movement in chronological order,and summarizes the purpose and essence of the implementation of " school choice " in various periods.Specifically,firstly,this paper introduces the prelude to the movement of school choice: the concept of "school choice" before the founding of the States and the first alternative school in the 1960 s and 1970s;Secondly,the beginning of the school choice campaign: in 1987 Minnesota gradually adopted a state-wide open enrollment program;Then,the turn of school choice movement: in the atmosphere of pursuing "excellence",the alternative school represented by continuation school in 1980 s deviated from the early progressive tradition of the movement;Finally,the school choice of the new century,the charter school that rose in 1990 s which expresses diversity,autonomy,and choice.However,it makes educational alternatives fail,and compete with public schools for resources and actually cause racial segregation.The above-mentioned provides readers with the image of evolution of American school choice movement.In this paper,school choice movement changed the structure of the public education system in the United States,providing a number of alternatives based on the traditional public school which is conducive to the education equity and excellent.The term "school choice" in different historical periods is used and re-created by different groups,and the school choice movement has failed to stick to its original intention,and basically appears as a "derailed" movement.
