Research On The Construction Of Rural Practical Talent Team Under The Rural Revitalization Strategy

The Rural Revitalization Strategy is a major strategic plan proposed by the 19 th CPC national congress,an important measure to solve the problems of agriculture,rural areas and farmers,and a major historical task in China's modernization process.To ensure the successful implementation of the Rural Revitalization Strategy at an important juncture of building a moderately prosperous society in all respects,we need a contingent of rural practical talents with sufficient quantity,reasonable structure and good quality.For a long time,the CPC central committee and the state council have attached great importance to the work of practical rural talents,and general secretary Xi Jinping has repeatedly stressed that talents are the first resource for innovation.Various local departments have also actively explored and practiced the construction of rural practical talent team,accumulated a lot of experience and achieved some results.However,on the whole,the foundation of rural practical talents is still relatively weak,the structure is not reasonable enough,and the quality still needs to be improved.Therefore,it is an important task for us to speed up the construction of practical talent team in rural areas in the new era and provide talent guarantee and intellectual support for the implementation of Rural Revitalization Strategy.In the background of Rural Revitalization Strategy,this thesis took the team building of rural practical talents in Liangping as an example,analyzed its situation with related data statistics.What's more,according to the current prominent problems and the new requirements from the new era,this thesis also gave out solid solutions and suggestions for the rural practical talent team building in Liangping and other regions of Chongqing.The paper consists of five parts: the first part elaborates the research background,research purpose and research significance,summarizes the research status at home and abroad,and clarifies the research ideas and methods;The second part,in the definition of rural practical talent,on the basis of concept and the classification,summed up the strategy of rejuvenating rural new requirements on the rural practical talents,the comprehensive analysis of rural practical talent team construction and Rural Revitalization Strategy,the relationship between the human capital investment theory and xi talent,laid a theoretical basis for research;The third part systematically analyzes the new situation of practical talents in rural areas and the relevant statistical data of Liangping district,summarizes and analyzes the measures and training modes of practical talents in Liangping rural areas,and compares the experience of some districts and counties to obtain enlightenment.The fourth part,the comprehensive analysis of the current rural practical talent work problems and constraints;The fifth part,on the basis of the above analysis,discusses from the aspects of perfecting the working mechanism,perfecting the training system,standardizing the training management,strengthening the management service and optimizing the team structure,and comprehensively strengthens the construction of practical talents in rural areas in Liangping district to fully adapt to the Rural Revitalization Strategy.
