Rural scientific and technological talent team refers to the laborers who have professional knowledge or skills,and engage in scientific or technical work related to "agriculture,rural areas and farmers" through scientific thinking and innovation ability.Rural scientific and technological talents play a fundamental role in enhancing the competitiveness of agriculture-related industries,promoting the adjustment of agricultural industry structure,developing new agriculture-related industries,and improving the level of agricultural science and technology.Our country is a big agricultural country,and rural and peasant issues related to agriculture are the cornerstones that directly affect the stability and long-term development of our national economy and society.For a long time,the dual economic structure of urban and rural areas formed under the background of various historical reasons has resulted in the slow development of "Agriculture,rural areas and farmers" and the growing gap between urban and rural areas,and the rural scientific and technological personnel team is to solve the outstanding problems encountered in the development of agriculture,rural areas and farmers,and open the new situation of agricultural and rural modernization development.Rural scientific and technological talents have great potential in improving the level of agricultural science and technology,changing the lagging situation of rural development,and promoting farmers to increase their income and become rich.On February 23,2021,the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Accelerating the Revitalization of Rural Talents",which mentioned that the key to rural revitalization is people.It is necessary to speed up the cultivation of agricultural and rural scientific and technological talents,and put talents in the first place in rural revitalization.The "Opinions on Accelerating the Promotion of Rural Talent Revitalization" pointed out the direction for the development of rural scientific and technological talents.All regions have begun to attach importance to the construction of rural scientific and technological talents.However,there are still some deficiencies in the construction of rural scientific and technological talents in Yan’an City.There are still shortcomings in implementation.Under the background of the implementation of the rural revitalization strategy,this paper takes the construction of rural scientific and technological talents as the research object of this paper,taking Yan’an City as an example,and by analyzing the theoretical basis and related concepts involved,analyzed the implementation of Yan’an’s rural revitalization strategy and the construction of rural scientific and technological talents,summarize the main problems existing in the construction of the current rural scientific and technological talent team,combine theory with reality,explore the causes of the problems,and learn from the successful experience of Shandong Province,Guangdong Province,and Zhejiang Province in the construction of scientific and technological talent team,suggestions on the Construction of Rural Scientific and Technological Talent Team.The research of this paper shows that the main problems in the construction of rural scientific and technological talents are shortage of talent,low quality,unbalanced structure,and ineffective performance.The effect of incentive policies is not obvious,and there is a lack of a perfect mechanism for the flow of rural scientific and technological talents.It is proposed to strengthen the medium and long-term planning of the construction of rural scientific and technological talents,build a good education and training system for rural scientific and technological talents,optimize the flow system and mechanism of rural scientific and technological talents,increase investment in the construction of rural scientific and technological talents,improve the incentive mechanism for rural scientific and technological talents,and improve Measures such as working and living environment for rural scientific and technological talents to strengthen the construction of rural scientific and technological talents.
