Research On The Rural Practical Talents Team Construction In Jilin Province Under The Strategy Of Rural Vitalization

The implementation of the strategy for rural revitalization bears on the well-being of farmers throughout the country,the building of a moderately prosperous society in all respects and the process of agricultural modernization.To realize the revitalization of rural areas,it is necessary to have a team of agricultural and rural talents who understand agriculture,love rural areas and love farmers.Rural practical talents are the mainstay of China's agricultural talent force.In recent years,Jilin Province has carried out a lot of exploration and practice on the construction of rural practical talents team,accumulated some experience in the aspects of rural talents development environment,cultivation efforts,and introduction measures,and various kinds of rural practical talents have been emerging constantly.But overall,there are still some problems to be solved,on the one hand,the contradiction between supply and demand of rural practical talent outstanding aging,low levels of talent quality team and talent structure is not reasonable,on the other hand,the basis of talent work is still relatively weak,the training mechanism is not sound,policy mechanism is imperfect,the talents growth carrier,less investment and insufficient propaganda,etc.In this article,through reading literature and field research,fully understand the research status at home and abroad and the jilin province rural practical talent team construction of related theories and practical experience,on the basis of the new public management theory,aiming at the problems existing in the current jilin province rural practical talent team construction,and further analyzes the factors which restrict the development of the talent,draw lessons from the advanced experience of the developed provinces and mode,break through the inherent pattern,seize the key problem,is focused on the main contradiction,in-depth analysis of the local reality,adjust measuresto local conditions to create new ways of working and the construction pattern,it is concluded that jilin province applicable countermeasures and measures.This paper consists of six parts: The first part is the introduction,which clarifies the research background and significance,briefly summarizes the research status at home and abroad,clarifies the research ideas and methods,and clarifies the difficulties and key problems to be solved,as well as the main innovations and deficiencies.The second part,analysis concept and classification of rural practical talent,discusses the specific content of rural practical talent team construction,interpretation of the government and the market in the allocation of human capital play different roles and their respective functions,analysis of rural revitalization strategy and rural practical talent team construction,the relationship between induction of human capital theory;The third part,through data comparison and data analysis,summarizes the practical situation of practical talents in rural areas of Jilin province,and introduces the main achievements and concrete measures of practical talents team construction in rural areas of Jilin Province.The fourth part studies the problems existing in the construction of practical talents in rural areas of Jilin Province,and analyzes the causes in depth to lay a foundation for solving the key and difficult problems.The fifth part analyzes the typical experience of the rural practical talent team construction in the developed provinces of China,and draws relevant enlightenment.The sixth part,from the overall direction of rural practical talent team work,mechanism and system innovation,talent classification promotion,security system construction and other aspects of the study,get targeted,feasible countermeasures and Suggestions.
