School bullying is a worldwide social problem.It not only infringes on the legitimate rights and interests of students,but also seriously disrupts and undermines the school's teaching management order and security order,and may lead to contradictions between home and school,and through the spread of the network.Caused a bad social impact.The incidence of bullying in China's campus is very wide,and the frequency is dense and the number is huge.Both urban and rural areas occur,covering the whole country.Therefore,the governance of campus bullying is necessary and urgent.With the country's vigorous development of vocational education,the level of physical and mental development of students in secondary vocational schools has received special attention.Students in secondary vocational schools enter secondary vocational schools because of poor academic performance,etc.Parents neglect or some teachers are irresponsible and even the society is biased against them.It is easy for secondary vocational students to be sensitive,inferior and suspicious.There are many reasons for the bullying of secondary school schools.They have the commonality of general school bullying and the characteristics of secondary vocational schools.Most of the secondary vocational schools are three-year,which means that they only reach 18 years of age when they graduate.At this time,their psychology and physiology are not fully mature.They must step into the society and start working.If they are studying in secondary vocational schools.Without a good basic knowledge of law,all kinds of negative and negative mentality affected by school bullying cannot be corrected,and there is no legal normative awareness,which can easily lead to adverse consequences.If we can't take effective measures to control the school bullying incidents in secondary schools,it will not only affect their study during school,but also affect the life track of the parties.Based on the factors of self-psychological,family,school,society and government of secondary vocational students,this paper analyzes the causes of school bullying in secondary vocational schools and tries to propose corresponding countermeasures.The school bullying incident in the governance of secondary vocational schools according to law is not only an objective need to protect the safety and healthy growth of minors,but also the only way to govern the country according to law.At present,relevant government departments in China have proposed a series of policies and legal documents to control school bullying in a direct or indirect way,but compared with the severity of the current school bullying incident,these governance measures are difficult to make bullying behavior.The perpetrator received the punishment he deserved and the victim could not get satisfactory results.Moreover,when dealing with bullying on campus,there is a problem that the subject of responsibility is not clear,the subject of responsibility is inconsistent with punishment,and the victim's relief method is single.Whether school bullying can be effectively governed depends on whether the school and parents can achieve the consistency of joint prevention and control,but also whether the various sectors of society can promote special legislation,clarify the purpose and principles of anti-campus bullying legislation,the main content and The boundaries of the rights and obligations of the participating entities.
