In recent years,China's vocational education has developed rapidly,especially the secondary vocational education,which is an important part of the vocational education system.However,with the rapid development of secondary vocational education,the problem of campus bullying occurred frequently,which is harmful to the sound and harmonious development of secondary vocational education in China,and it also brings some instable factors to families and society.Through investigation,we can found that the cause of campus bullying in secondary vocational school is not caused by one single responsible subject but multiple responsible subjects.Therefore,we should cooperate with all the responsible subjects to find solutions to solve the problem of campus bullying in secondary vocational schools.In order to find out the intervention measures,I did a meticulous survey on the case of Q secondary vocational school in Bengbu,and found that campus bullying really exists in secondary vocational school.Then on the basis of the survey,I found out the causes of bullying in secondary vocational schools by analyzing survey datas.The causes can be classified into two aspects:the subjective aspect and objective aspect.The objective aspect will be analyzed from government level,social level,family level and school level.The subjective aspect mainly analyze the reason of campus bullying in terms of students' personal conditions.Finally,with the guidance of cooperative governance theory,we try to build a cooperative governance mechanism model of bullying in secondary vocational schools.The first step of the cooperative governance mechanism model will start from the top-level design.The responsibility of the central government should be strengthend so as to slove the problem of campus bullying.The central legislature should actively improve relevant laws and regulations,and actively investigate and summarize the issue of special legislation on campus bullying as soon as possible.At the same time,local governments at all levels should also make efforts to explore relevant laws and regulations in accordance with local actual conditions.In addition,the central government should set up special funds for solving campus bullying so as to solve the worries of governments at all levels.The second step is to establish a cooperative governance mechanism of county governments.This paper attempts to build a set of cooperative governance mechanism,which is led by the county government,with the county education department as the main responsibility body and other relevant departments,such as public security,courts,the Communist Youth League,civil affairs and so on.Form a prevention system that focuses on prevention,strengthens handling in the event,and pays attention to comprehensive response and accountability after the event.In this prevention and control system,we should strengthen the cooperation between education departments at the county level and other relevant departments.Strengthen the sense of responsibility subject of education departments,refine the responsibilities of other relevant departments,and form a governance mechanism with education departments as the main part and other relevant departments as the supplement,cooperating with each other and coordinating.The third step is to create a tripartite cooperative governance platform for secondary vocational schools,families and students.On this basis,a good governance situation of family-school coordination and teacher-student interaction is formed.Based on the above-mentioned points,it can be found that only the multiple responsible subjets are combined with each other can we find the way to eliminate campus bullying.
