With the promotion of the evaluation reform in the 2019 work of the Ministry of Education of China,the question of whether teachers have the assessment literacy is getting more and more attention.Evaluation and implementation of teacher teaching work,therefore,the level of teacher assessment literacy directly affects the quality of teaching,teachers only have a high level of assessment literacy,can use flexible evaluation tools to improve teaching and promote students' academic achievement level.Foreign research on teacher assessment literacy is quite rich.The developed countries such as America,Britain,and Australia mainly study the standards,content framework,and development path of teacher assessment literacy.Take America as an example,The Michigan Assessment Consortium(MAC)is the first to develop a teacher assessment literacy standard,which provides a basis for teachers to develop assessment literacy,and also provides a direction for the development of teacher evaluation literacy in China.Therefore,this study explores the American MAC teacher assessment literacy standards,combined with China's analysis of the basic situation of teacher assessment literacy and its requirements to explore the implications of the American MAC teacher assessment literacy standards for the development of teacher assessment literacy in China.This study uses the American teacher assessment literacy as the main line,using literature,comparative,and investigation methods.First of all,from the perspective of the improvement of international education competitiveness,the continuous improvement of domestic evaluation activities in America,and the internal needs of teachers' evaluation of quality,the background of the development of the American MAC teacher assessment literacy standards is revealed,and briefly explain the basic nature,operation status of the American MAC and the revision of the teacher assessment literacy standards;secondly,the revised American teacher assessment literacy standards promulgated in 2017,and the model issued by the Interstate Teacher Assessment and Support Consortium(InTASC)The core teaching evaluation criteria are briefly compared,and the main contents of the American MAC teacher assessment literacy standard are introduced from the three dimensions of teacher assessment dispositions,teacher assessment knowledge and teacher assessment performances,so as to reveal the characteristics of the standard and explore the basis of its implementation.To expose the impact of standards on the personal and evaluation areas;Finally,by analyzing the basic situation of teacher assessment literacy and its requirements in China,expounding the characteristics of teacher development assessment literacy,and discovering its existing problems,and based on this,draws on the experience of American MAC in the formulation,content and implementation of teacher assessment literacy standards,make constructive comments:Create an environment that promotes close collaboration among all sectors of society,set up an evaluation standard system suitable for teachers;create a culture of primary and secondary school evaluation,build a community of professional learning;develop a professional learning evaluation system,create a channel to connect with the teacher education system,and establish standard feedback Mechanisms,etc.
