Poverty alleviation through education is an important part of China’s poverty alleviation strategy,which can enable the poor population to have the independent ability to get rid of poverty,eliminate the intergenerational transmission of poverty.The state has implemented a series of poverty-alleviation policies through education to ensure that students from poor rural families enjoy the right to fair education,improve the quality of the poor population,and help poor families to reduce or lift themselves out of poverty.The education poverty alleviation policy in rural compulsory education stage,especially the living allowance policy for students from poor families,is a free and unremunerated policy funded by the government and supported by the state,with the purpose of preventing any student from going to school because of poor families.It plays a very important role in alleviating the educational expenditure pressure of poor students’ families,solving their worries,reducing the dropout rate and promoting the balanced development of compulsory education.With the deepening of poverty alleviation,the gap between urban and rural areas is narrowing.The cost of education in rural compulsory education and the economic situation of students’ families have changed,and the number of families in extreme poverty is decreasing while the number of families in relative poverty is increasing.Although the government and relevant departments are constantly improving the content of poverty alleviation policies in rural education,there is still a gap between policy implementation effect and policy objectives.For example,some education poverty alleviation policies have changed from "poverty alleviation policies" to "universal policies".Because of the limited funds,the coverage of the aid is narrow;The cost of education is rising,and the amount of aid is a drop in the bucket for poor families.Therefore,the current education poverty alleviation policy in rural compulsory education should not only be improved from the policy itself,but also be adjusted and optimized from the level of policy implementation.This study takes the implementation of the living subsidy policy for the poor students in the rural compulsory education stage in A District of Neijiang City as the research object.Selecting students,teachers and parents from 2 rural primary schools and 6 rural junior middle schools in A district as samples,using questionnaire survey,interview method and literature survey method,this paper conducts A field survey on the implementation of education poverty alleviation policy in rural compulsory education stage in A district,which mainly focuses on the living allowance policy for students from poor families.With the help of the public policy implementation theory,this paper analyzes the current situation,existing problems and causes of the policy implementation from the factors that affect the policy implementation.According to the data obtained from the questionnaire survey and interview,there are four problems in the implementation of the living subsidy policy for students from poor families in the current stage of rural compulsory education in District A.From the level of policy itself,the subsidy standard is averaged,the poverty difference of students’ families is not considered,and the subsidy quota allocation is not flexible.From the perspective of the main body of policy implementation,the department communication is not smooth,the coordination is not strong,and the executive staff’s ideological awareness is not enough.From the level of policy implementation objects,some students have "dependence" and "inferiority" psychology,and students’ parents lack correct guidance;From the perspective of policy implementation resources,there are problems such as insufficient publicity,large pressure of local funds and lack of professional executive personnel.In order to solve the existing problems in the implementation of the living allowance policy for students from poor families in the rural compulsory education stage in District A,this paper believes that the implementation of the policy can be optimized from the following four aspects.First of all,from the point of view of the policy itself,increase the amount of subsidy,build a differentiated subsidy scheme,and determine the subsidized places according to the actual number of students with difficulties.Unified identification criteria and accurate identification of funding targets should be adopted,to ensure that the full assistance should be provided.Secondly,from the perspective of the main body of policy implementation,communication and cooperation between departments and schools should be strengthened,procedures should be simplified,professional training should be conducted,and time should be shortened to improve work efficiency.Then,from the point of view of the object of policy implementation,cultivate the sense of gratitude of students in difficulties so as to achieve the purpose of "funding education".Finally,from the perspective of policy implementation resources,we should strengthen policy publicity,strengthen the leading role of the government,expand the funding sources of poverty alleviation through education,comprehensively improve the quality of poverty alleviation through education,and realize the fundamental goal of poverty alleviation through education.
