In recent years, how to improve students' ability to propose mathematical problems has been an important topic of concern to Chinese and foreign mathematics educators and researchers, the mathematics curriculum standards for Compulsory Education in 2011 also explicitly requires that students' problem-posing ability be developed and solved. Therefore, the cultivation of students' problem-posing ability is an urgent need of the curriculum reform, and it is to play the role of students as the main body,it is an important means to develop students' creative thinking,to improve their interest in mathematics learning, and to improve the teaching effect. The objectives of this study are as follows: First,to investigate the mathematical problem posing ability of 190 junior high school students in different grades in two different schools in Shenyang by means of test paper;According to the analysis of the results of investigation and research, starting from the main body of students, combined with the characteristics of junior middle school students and the content of mathematics knowledge, the strategy of developing and training students' ability to put forward mathematical problems is pointed out,an experimental study was conducted in a middle school in Sujiatun District,Shenyang,to test the effectiveness of the strategies, with a view to developing students' mathematical problem-posing ability and thus enhancing their interest in mathematics learning. This study found that the junior high school students' ability of posing mathematical questions is not high, which is manifested in the incomplete expression of the questions, the imitation of the questions, the lack of guidance of the question strategy, the lack of awareness of the initiative to ask questions, etc.Based on the investigation results, this study proposes five cultivation strategies, which are teaching environment design strategy, question situation design strategy, question method strategy, interest stimulation strategy and teaching evaluation strategy, the operation principle and method of the strategy are introduced in detail. In order to test the effectiveness of the strategy,a three-month experimental study was conducted in a school in Sujiatun District,Liaoning Province. The results showed that the proposed strategy could improve students' mathematical problem-solving ability.
