| Promoting the balanced development of compulsory education in counties is the focus of achieving compulsory education development nationwide.Based on the research on the balanced development of compulsory education at home and abroad,this article analyzes the theory of equity,public product theory,and fiscal decentralization as the theoretical basis.Starting from the balanced development of compulsory education in Wenzhou,it analyzes the strength of teachers in Wenzhou.,The status of infrastructure investment and the development of audio-visual beauty courses.At the same time,taking Cangnan County as the specific analysis point,it analyzes the problems existing in the balanced development of compulsory education in the county,such as the imbalance in the structure of the allocation of teachers,the poor effect of teacher training and re-education,the uneven allocation of teacher promotion resources,and the uneven distribution of infrastructure.;The number of sound and beauty courses offered and the number of teachers is relatively small.In view of the problems found above,this paper analyzes the causes in depth from three aspects,including financial education investment,the construction of teaching staff,and the status quo of urban objective environment.It finds that excessive fiscal decentralization,excessive tilt of education policies,and the dual economic structure of urban and rural areas.The main reason for the imbalance of compulsory education in counties is the isochronism.In order to better illustrate the leading role of government and finance in the allocation of compulsory education resources,this paper selects two cities in Hangzhou,Zhejiang and Chengdu,Sichuan as reference points,and analyzes the balance of government guidance and financial support for county compulsory education.Played a key role.Finally,on the basis of analyzing the problems and reasons for the balanced development of compulsory education in Cangnan County,this paper believes that the development goals of compulsory education should be clarified,encourage continuous institutional innovation and strict system implementation,establish a scientific incentive mechanism,and mobilize the enthusiasm of local government officials,Increase the punishment for rent-seeking behaviors in education,and clear the institutional obstacles for the balanced development of compulsory education;further improve and strengthen the compulsory education funding guaranteemechanism,increase resources,and improve the conditions of compulsory education infrastructure;dynamically check the establishment,improve the balanced distribution of teachers,and optimize Teacher structure,strengthen teacher training,and improve the effect of reeducation;formulate operable evaluation standards,provide scientific basis for balanced development,value public needs,and give the public more opportunities to participate in decision-making. |
