The development of ethnic education has always been the focus of the country.After more than 60 years of development,Tibet's compulsory education has made tremendous achievements.From the true development of compulsory education to the formation of a relatively complete and modern system of compulsory education today,we have no choice but to focus our attention on the fiscal policy of the continuous development and improvement of compulsory education.These policies embody the care of the party and the state on the development of compulsory education in Tibet,the wisdom of the people of all ethnic groups in the country,and the wisdom and hard work of the Tibetan people.The report of the 19 th CPC National Congress proposed that “to promote the integrated development of urban and rural compulsory education,attach great importance to rural compulsory education,and make every child enjoy fair and quality education”,this will surely usher in the development of compulsory education in Tibet.The new turning point,the fiscal policy in the compulsory education stage is the direct thrust of the development of compulsory education.After more than 60 years of development,the achievements made by Tibet's compulsory education are enough to prove the scientific nature and feasibility of this policy.Fiscal policy,like other policies,is a complicated process,especially in Tibet.Under the influence of comprehensive factors such as special political,economic,cultural,historical,and geographical location,it will lead to lack of policy implementation and implementation of policies.Problems such as irregularities in various areas have,to some extent,affected the development of equalization of compulsory education.Understanding the development history of compulsory education in Tibet,the status quo of the development of compulsory education in Tibet,and using scientific methods to evaluate the effects of past fiscal policies on compulsory education in Tibet,in order to identify problems,and thus find a good relationship between scientific policies and unsatisfactory results.The solution is of great significance to the further promotion of the development of compulsory education in Tibet.This article discusses the special fiscal policy of Tibet and the current situation of the fiscal policy of compulsory education from the perspective of policy implementation,and uses time series data to use empirical analysis methods to evaluate the effectiveness of fiscal policy to promote balanced education in Tibet.It was also found that due to policy recognition factors,policy structural factors,and policy implementation factors,there are imperfect education financial systems in fiscal policies,the expenditure structure of education and fiscal policy needs to be optimized,education financial implementation needs to be strengthened,and education financial policy evaluation system is not Improve and other issues,and accordingly proposed to vigorously develop economic,diversified education funding sources,increase policy advocacy efforts,create a good policy implementation environment,strengthen the construction of teachers,further improve the quality of education,establish a reasonable evaluation system,and strengthen supervision,Implementing responsibilities,etc.This article is different from previous studies of the development of compulsory education in Tibet by scholars.It is an empirical evaluation of the effects of fiscal policy on the development of compulsory education in Tibet.It hopes to provide some balanced development of compulsory education in Tibet.Theoretical support and operability recommendations.The research conclusion of this article is: The fiscal policy to promote the development of compulsory education in Tibet is reasonable,scientific,and has played a huge role and has achieved practical results.However,the specific path of policy development is tortuous and needs continuous improvement.
