Education fair is an important foundation for social justice, which be increasingly concerned by people. Balanced development of compulsory education, as a cornerstone to achieve fair, become the focus of compulsory education after it is popularized in China. Currently the development of compulsory education is uneven between regions, urban and rural, schools and group, which is hard to solve in the short term.《Long-term Education Reform and Development Plan (2010-2020》) which is released, pointed out the direction of balanced development of compulsory education, which is to say, taking the lead in the county (district) to achieve balanced development, and then advance gradually to a wider range. Meanwhile, the county government as the main responsibility for education management system, have the obligation and ability to advance the balanced development of compulsory education within its venue. But how to advance definitely need to conduct in-depth case research and analyze. G County is a typical poor county in fiscal within central region, where the level of development of compulsory education is lower. Studying deeply to explore ways to achieve balanced development of compulsory education in such a poor county in fiscal like L County is representative and realistically significant.In order to realize the balanced development of compulsory education in G County, this paper use literature research, field research studies and comparative analysis to study. Firstly, based on reading a lot of previous studies, this paper sort out basic theories related to the subject. Secondly, design a set of evaluation method suitable to evaluate the compulsory education balanced development of county area, and by using the method to evaluate the status of L county, the results showed that the compulsory education development of G county is advanced, but the gap between rural and urban areas, schools are still evident, and some gaps are increasing. Thirdly, this article sort out the problems existing in the development process of L county, which can be summarized as three points:the insufficiency of the compulsory education fund remains unchanged, the trend of rural students turn to urban remains unchanged, and the status of fiscal incline to urban remains unchanged. And then through analyzing find out the reason is that the compulsory education fiscal system has some shortage. Fourthly, the compulsory education financial system between the United States and Japan were compared, and based on learning foreign experience this paper puts forward some policy suggestions to promote the balanced development of compulsory education in L County.
