| This thesis studies on the archives outsourcing of Shanghai municipal offices,to find out the existing problems and put forward the prevention and control of archives outsourcing risk,strengthen the specific ideas and measures to enhance the management of outsourcing,outsourcing security,standardization and service efficiency,and thus promote the archives work to achieve new development.In the study,the author conducted a survey of 55 Shanghai municipal offices,interviewed some insiders and experts,analyzed the typical cases,and based on the principal-agent theory to analyze the existing problems in the archives outsourcing.The analysis found that the 7 risks of the current archives outsourcing are file damage,information leakage,bounded rationality,lock-in risk,adverse selection risk,moral risk and being out of supervision control.Among them,file damage and information security are the biggest problem.Although the other risks have different characteristics and causes,they both occurred in outsourcing by information asymmetric,and the main purpose to avoid these risks is to avoid security risks.Through the research,the file damage and information security are the most outstanding problems,and the information asymmetry in the outsourcing further amplifies these risks.To cope with the problems,in addition to strengthening the safety management measures such as improving the quality of personnel,perfecting the laws,strengthen hardware facilities and other measures which scholars have already studied deeply,we should also break through the traditional relationship on both sides of the outsourcing.We could bring in the Administrative Department for Archives as the third party to supervise the course of the outstanding,and take measures such as perfecting the supervision mechanism,establishing the management of trades and self-discipline mechanism,perfecting the business rules and improving the coordinating mechanism to strengthen the archives outsourcing,reduce the information asymmetry,and finally,to promoting the standardized operation of archives outsourcing,fair competition and orderly development. |
