| Since the promulgation and implementation of the National Archives Bureau No.9 order,the number of entrances to the comprehensive archives at all levels has increased day by day,and the archives and various institutions and institutions have faced tremendous pressure.With the rapid development of society,the complicated and arduous work of archive management has begun to undergo new transformation and changes.At present,more and more archives and institutions have gradually replaced the traditional management methods with archival service outsourcing services.In order to alleviate the contradiction between the archives department and the small number of people,so as to concentrate on the development of core business.However,while the file outsourcing service brings convenience to the file management department,there are also a series of risks arising from business outsourcing.In-depth study and analysis of various risk factors existing in the file outsourcing business,refining and controlling key risk factors and preventing them from supervision,is of great practical guiding significance for the archives and the better management of archives by the participating institutions..Most of the existing research on the risk of archival business outsourcing is based on the file intermediary,that is,the agent’s position to define,classify and compare the file outsourcing,and the most involved is the research of file digitization.This paper is based on the position of the archive administrative function department and the various enterprises and institutions,that is,the entrusting party.If the entrusting party can understand and master the overall risk and prevention and control awareness of the file outsourcing,it can avoid it.Many blind spots brought about by information asymmetry will have more direct positive significance for promoting the healthy development of the archives industry.Based on the questionnaire survey data,this paper combines the factor analysis method and the risk matrix analysis method to conduct in-depth research on the risk of archival business outsourcing,and puts forward corresponding suggestions.The reliability of the questionnaire is verified;on the basis of ensuring the stability and reliability of the indicator system,a small amount of common factors are obtained by molecular analysis;each risk factor level is analyzed through the risk matrix.The combination of these two methods can make the importance and severity of risk factors more intuitive,so as to better complete the control research on the risk of file outsourcing business. |
