In order to meet the rapid development of the knowledge economy and global integration of the economy deepened,China continues to accelerate the pace of building an innovative country.As knowledge carriers knowledge workers is an innovative source of power,has become the most crucial element of business to gain competitive advantage,companies increasingly become the focus of contention.Meanwhile,knowledge workers own choice of career to pursue and diversification characteristics,so that the flow of knowledge workers increasingly frequent.In this battle for talent,many research-oriented state-owned enterprises are at a disadvantage,the loss of a large number of knowledge workers,to bring a lot of negative effects,even a threat to the stability and development of enterprises.How to effectively control the loss of research-based knowledge workers of state-owned enterprises,has become an important issue long-term development must focus on and solve.In this paper,research-based state-owned enterprise knowledge workers for the study,selected the R&D personnel of North General Electronics Group CO.,LTD which directly under the Norinco Group Of China(hereinafter referred to as R&D center in Suzhou 214)as specific research objectives,in previous research refining domestic and foreign knowledge workers and staff turnover in the relevant literature and research results on the basis of empirical survey,analyzed 214 R&D personnel R&D center in Suzhou,represented by knowledge workers loss characteristics,causes and consequences,propose relevant measures to prevent and control the loss of knowledge workers,and to reference our country’s research-based state-owned enterprises to "choose","employee" and "keep"knowledge workers.This paper describes the knowledge workers of the definition and characteristics,Classification and definition of the loss of knowledge workers,refining the relevant theoretical models and research model related to loss of knowledge workers at home and abroad,organize the relevant staff motivation theory.Then introduced the development process and current situation of human resource management of 214,and analyzes the current situation of the human resource management,a detailed review of the recent loss of knowledge workers in the objective situation and some of its columns to analyze the consequences.Then,through R&D staff of 56 serving and 12 have been the loss of R&D staff questionnaires and structured interviews,from job satisfaction,personal factors,organizational commitment these three aspects discusses the main factors the loss of 214 R&D personnel.The main reasons for the loss of knowledge workers are turnover competitive advantage salary system,promotion system limitations,lack of specific training system,assessment mechanism is relatively backward,conflict corporate culture and employee values.Then use the statistical software for survey data were reliability analysis.Finally,with the actual situation of enterprises,Put forward the development of SOEs respond loss of knowledge workers in management strategies,first to implement a comprehensive compensation strategy,the second is to strengthen the career management,the third is to improve staff training system,the fourth is sound performance test mechanisms,the fifth is to reconcile the values of corporate culture and employees,and the end is to establish prevention mechanisms.
