In 2008,the international financial crisis sweeping the world,the U.S.economy suffered heavy losses,resulting in the growth economy over the years there have been signs of downward,the employment situation is not optimistic,the international trade deficit continued to expand,which strongly proved the irrationality and fragility over reliance on the virtual economy in the U.S.national economic structure.Faced with the complex and severe economic situation,the Obama administration realized that the U.S.should vigorously develop the real economy with the manufacturing industry as the core,and then replace the virtual economy with the real estate industry and the financial industry as the representative.To this end,President Obama began to implement the U.S."re-industrialization" strategy with the development of advanced high-end manufacturing and emerging industries as the support at the beginning of the ruling.Throughout the 30 years since 1980 s,the "re-industrialization" strategy implemented by successive US presidents and successive governments,was not simply supporting and transforming traditional manufacturing industries,but striving to build a new industrial system with technological progress and scientific innovation,upgrading and transforming the existing manufacturing industries,supporting the advanced high-end manufacturing and emerging industries,and while supporting the development of small and medium-sized enterprises,then promote the U.S.economic recovery and growth,thereby maintaining its leadership in all areas of the world.The "re-industrialization" strategy currently promoted by the U.S.will certainly have an impact on the global economic and trade pattern,and put some pressure on emerging market economies led by China and India.Since the Third Plenary Session of the Eleventh Central Committee of the CPC,China has implemented the policy of the Reform and Opening-up,the national economy has been rapidly developed,the comprehensive national strength and international competitiveness have been markedly enhanced,and the quality and standard of people's living have been greatly improved.Now,China has developed into the world's second largest economy after the U.S.,established and improved the socialist market economic system,the achievements of various areas of development attention for the world.However,with the further develop-ment of the economy,all kinds of structural problems such as rising labor costs,serious energy resource consumption and ecological environment pollution,are also increasingly becoming the obstacles to China's economic transformation and development,planting various of uncertainties for the sustained,rapid and healthy development of its economy.Faced with the new periods and conditions,how to achieve the development goal set by "Made in China 2025",to promote economic development mode transferred and structure adjusted better,has become a major problem to be solved at present and in the future.Based on the above background and reasons,the paper will comb and analyze the concerned theory of "re-industrialization",summarize the historical evolution of the U.S."re-industrialization" strategy,measure and analyze the strategy and its effect,explore the advantages and challenges in implementing this strategy,and its strategic impact on the U.S.economy.Finally,combined with the revelation to China's economic development as well as the development goals set by "Made in China 2025",we will determine the relevant countermeasures to respond to the "re-industrialization" strategy implemented by the developed countries headed by the U.S.,to promote the development of China's advanced high-end manufacturing and emerging industries,enhance the vitality of our country's economic development better.
