Shandong Province Infrastructure Project Research On The Mode Of Public-Private Partnership(PPP)

The infrastructure is a public service system that provides public services for social production and residential life.It is a public service system for ensuring the normal social and economic activities of the country or region.It is also the general material condition for the survival and development of society.Infrastructure for the purpose of serving the people,most of them have obvious public welfare and public goods characteristics.The infrastructure-based public project has the characteristics of public goods and natural monopoly,the structure of the source of funds is complex,the investment scale is large,the payback period is long,and the public responsibility is borne by the government.In the course of practice,many public projects are built by the government's public sector.For financial and efficiency reasons,since the 1980 s,more and more public infrastructure projects have started to introduce market mechanisms and have begun to study the possibility of introducing private capital into project construction during the construction of public infrastructure projects.In the introduction of private sector funds,technology and other advantages at the same time,through the operation of the market to improve the efficiency of public infrastructure projects and operations,and the establishment of the market for administrative supervision and management of the rules and regulations.In modern society,the rapid development of the economy is becoming more and more demanding of infrastructure.The improvement of infrastructure projects has a great effect on accelerating social and economic activities and ensuring and improving people's living standard.The first part of this paper introduces the research background and significance of the paper,the research content and methods,the research innovation points and the shortcomings are expounded,and the related theories and case studies of PPP at home and abroad are reviewed.The second part of the article on the PPP model theory,through the introduction of PPP model conceptual definition,typical structure and economic characteristics,as well as the PPP model of the theoretical basis and the formation mechanism,the public-private partnership model qualitative analysis.In the third part,the author analyzes the rationality of PPP mode development in Shandong Province,and putsforward the necessity of promoting PPP mode in infrastructure construction of Shandong Province according to the current situation of financing construction of infrastructure projects in the province.The fourth part of the article through the analysis of Tianjin Binhai New Area development and Guizhou Province Nanming River water environment comprehensive renovation project PPP model practice case,summed up its Shandong Province development of PPP model experience,and through the analysis of Ningyang County,Shandong Province,Project construction practice case,leads to the current development of Shandong Province,the status of PPP model and the existing problems.Finally,from the government construction,system construction,project construction in three aspects of the province to promote PPP project policy analysis.
