In recent years,China has made good achievements in urbanization,and the urbanization rate has been increasing rapidly.However,the excessive pursuit of the pace of development makes us ignore the quality of development.Growing with the process of urbanization,urban disease is becoming more and more serious.Urban disease such as traffic congestion,environmental pollution and poverty-stricken population has caused extensive attention and concern from all levels of government and the people.In order to achieve scientific and sustainable development,we must face and solve these negative effects.This paper takes the government policy as the starting point to carry on the research,and proposes an evaluation model for policy oriented to urban disease.The model comprehensively examines the policy's objective performance and the policy's social cost,takes the contradiction between the two parts as the clue to make policy suggestions,and ultimately achieves the diagnosis and treatment of urban disease through the improvement of policy utility.This paper first introduces some theoretical bases related to the evaluation of policy oriented to urban disease,and points out that the complexity of urban disease treatment lies in the interaction between urban disease symptoms and city residents.On that basis,this paper proposes a policy evaluation model which accords with the characteristics of urban disease.On the one hand,it examines the effectiveness of policy's treatment towards urban disease,that is,the evaluation of policy's objective performance module of the model.On the other hand,it examines the negative impact of policy on society,that is,the policy's social cost analysis module of the model.In the process of policy's objective performance evaluation,this paper collects city sensor data and institutional statistics,and uses the analytic hierarchy process to evaluate the effect of policy on expected goals.In the analysis of policy's social cost,this paper uses network public opinion data,through three public opinion analysis techniques,which are topic detection,heat analysis and sentiment analysis,to interpret the social cost of policy.This indirect description is based on two points:in the context of urban disease,city residents are the major subject of policy's social cost sharing,while public opinion is the explicit appearance of social cost.Next,the two aspects of the evaluation results are summarized and compared,and a comprehensive conclusion is drawn.For the contradictory situation,explore the root causes of policy issues through contradiction analysis,and puts forward policy suggestions in the process of conflict resolution.The model proposed in this paper not only realizes the scientific evaluation of policy oriented to urban disease,but also provides lots of reference information to the decision makers,which improves the utility value of policy evaluation.Finally,Beijing License-plate Lottery Policy is taken as an example for empirical analysis,which verifies the feasibility and rationality of the model.The comprehensive evaluation conclusion shows that:the lottery policy achieves part of the expected goals,but bears large social costs,meaning there is a need for adjustment and optimization.After summing up the three main contradictions of the policy,four targeted policy suggestions are given,hoping to help optimizing the policy and realizing the ultimate goal of treating urban disease.This dissertation is one of the achievements and component of "Study on the emergency decision support system on smart city"(Code No.13&ZD173),which is granted by the Major National Social Science Foundation of China.
