Traffic congestion has become a critical issue affecting the urban functions and sustainable development. Priority to the development of urban public transport is an important means to alleviate the traffic congestion problem at this stage. As the main parts of urban public transport, bus enterprises must regard providing better travel services as their fundamental development by balancing economic and social benefits. In the current traffic environment, the establishment and application of theoretical performance evaluation model and index system for the urban public transport has important practical significance. Thus in this dissertation, a performance evaluation model based on Data Envelopment Analysis (DEA) and Weighed Gray Model is established and applied into the performance evaluation of bus enterprises in Nanjing.According to the service quality theory and customer satisfaction theory,Passenger Satisfaction Index (PSI) for public transport is established, and the DEA analysis framework is established. The output indexes include the PSI, which is firstly applied in the performance evaluation, and the Passenger Traffic Volume and the Operating Kilometer. The input indexes include the Fuel Cost, the Labor Cost, the Vehicle Depreciation and other costs. Then these indexes are applied in the practice of evaluate the performance of the urban public transport.As for the measurement model, the DEA theory and the Weighed Grey Correlation Model are combined in the model of performance evaluation model of public transport. The combined model has advantages of both models. It can overcome the subjectivity of the determination of the index weight by the application of non-uniformity weighting of the various indicators. The empirical analysis shows that this method can be effective in the practice of performance evaluation.In this dissertation, focusing on the problem of performance management of urban public transport, a Weighed Gray Correlation-DEA model is established, and the input and output indexes is determined according to the reality of bus enterprises in Nanjing. The real case study is also made in Nanjing and several policy advices are given in this dissertation according to the result of the model. The results of this dissertation can be useful in the practice of promoting the operating performance of bus enterprises and developing the service quality of public transport in Nanjing.
