Research On The Supervision System Of State Owned Assets In Huli District

As the birthplace of Xiamen Special Economic Zone,the Lake District Financial District in 2016 total revenue of 17 billion 77 million yuan,an increase of 10.53%,the district level fiscal revenue 4 billion 104 million yuan,belonged to the state-owned assets amounted to 22 billion yuan.With the growing scale of region economy,the total belonged to the state-owned assets is also increasing,the establishment of an effective system of supervision,promote the regional economy to achieve stable and rapid development,has become one of the major tasks of Economic Zone Finance management.Belonged to the state-owned assets supervision mode of Huli district innovation reform,seeking efficient operation,has achieved initial progress in asset management,resource allocation and so on,but also needs to be improved,hopes to explore the existing mode,perfect belonged to the system of state-owned assets,provide reasonable suggestions and Countermeasures for the lake area innovation supervision.This paper is a study of the system of state-owned assets supervision Huli District,the author firstly from the related theory of the state-owned assets supervision system of this classification and main features of the state-owned assets,and points out the significance to ensure the normal operation of the state-owned assets,in accordance with the modern enterprise system and enterprise organization framework to achieve a comprehensive well-off goal of supervision system;second,list of some foreign countries and the management of state-owned assets in some city domestic situation,put forward in accordance with the law,including the classification of state-owned assets management,establish and perfect the performance evaluation system of reference content;third,analysis of the current situation and deficiencies of state owned assets supervision and the lake area,the lake area to further optimize the state-owned assets supervision suggestions and opinions.The innovation of this paper is on the basis of analysis of domestic and foreign assets supervision system,a detailed summary of the Huli District of the present predicament of the state owned assets supervision and administration,combined with the situation puts forward the main measures to improve the supervision of the Huli District,in order to solve the existing supervision mechanism and the essence of the problem belonged to state-owned enterprises.The main point of this paper that belonged to the management of state-owned assets should further clarify the area owned assets supervision responsibilities,improve the state-owned capital operating budget and enterprise annual wage budget system construction,and attention should be paid in accordance with the Third Plenary Session of eighteen formulation of state-owned enterprises function,division of the key work belonged to state-owned enterprises,promote business performance the assessment,optimization of assessment index selection economic value added EVA,belonged to improve state-owned assets management efficiency and competitive ability.
