The Present Situation Of State-owned Assets Supervision And Management In Panjin City And The Improvement Countermeasures

State-owned enterprises are the pillar of the public economy and play an important role in the development of socialist economy with Chinese characteristics.In parallel with the reform and development of state-owned enterprises,the reform and exploration of China's state-owned assets management system are also advancing.In accordance with the general requirements of strengthening the supervision of state-owned capital with the focus on capital management,Panjin has vigorously promoted the reform of state-owned enterprises since 2016,and actively explored the supervision and management system of state-owned assets.An objective analysis of the current Panjin state-owned assets supervision on the gains and losses,and put forward targeted improvement countermeasures,Panjin city to further deepen the supervision of state-owned assets,strong and large state-owned enterprises is an important topic.Based on the new requirements of state-owned assets management under the new situation,this paper introduces the research status of state-owned assets supervision at home and abroad.Then from the state-owned assets management related theory and development evolution,emphatically introduces the current situation of the supervision and management of state-owned assets in Panjin city.Since 2016,Panjin city has vigorously promoted the reform of state-owned assets and state-owned enterprises,implemented centralized and unified supervision of operational state-owned assets,established industrial group companies,and significantly changed the supervision and management pattern of state-owned assets.Based on the present stage,regulatory responsibilities,regulatory mode state assets supervision and administration institutions,state-owned enterprises operating situation analysis,based on objective data and the result of investigation and interview,sums up useful experience,and points out that the Panjin in the state-owned assets supervision and administration on outstanding problems mainly is the enterprise management,collaborative non-market regulation,incentive and constraint,the modern enterprise system construction does not reach the designated position,etc.,and from the particularity of state-owned property right and the orientation of the responsibility of the state assets supervision and administration institutions and assets management of the principal-agent relationship and the inherent contradictions,such as Angle analyzes the deep reasons of problems.Based on the above thinking and research,and in accordance with the latest requirements of the state on the reform of state-owned assets management system,drawing on the experience of advanced regions,this paper puts forward Suggestions for improving the supervision of state-owned assets in Panjin city.It is suggested that it should be improved from five aspects: clarify the power and responsibility boundaries of state capital supervision,strengthen supervision coordination among various departments,improve and innovate the way of state capital supervision,form an effective check and balance corporate governance mechanism,and explore the establishment of an authorized management system for state capital.
