Research On PPP Performance Evaluation In China's Health Field

With the economic transformation and development,the urgent need for government functions conversion,China,in recent years,has set off a wave of PPP applications.In this context,how to construct a feasible PPP model performance evaluation index system,how to carry out reasonable performance evaluation of PPP results become the urgent problems to be solved.Firstly,this paper put forward the definition of PPP through researching on a series of literature and China's national conditions.Secondly,the paper traces the theories of PPP,systematically combs the existing research of PPP performance evaluations.On this account we find the theoretical foundation for the wide application of PPP in practice.Thirdly,this paper analysis the PPP applications of health field in United Kingdom and Canada,and get some inspirations to China.Fourthly,this paper uses the Delphi method and the Analytic Hierarchy Process to select the index of four range,including pre-project preparation-project approval phase,partner screening-determination phase,project construction-end phase and project operation-transfer phase.And then we select quantitative and qualitative indicators from three dimensions:government,private sector and public society,and give corresponding weight for each range,dimension and index,and construct the performance evaluation index system of PPP model.In the progress of evaluation to the H project,the project is still in the execution stage,so the relevant data is updated to this stage,thus,this paper uses the data obtained from Delphi method to construct the comprehensive performance evaluation index system which is including pre-project preparation-project approval phase and partner screening-determination phase,and combined with a score corresponding to each indicators and then draw the overall performance of the implemented stages of H project.It is of great significance to construct PPP model performance evaluation index system to objectively evaluate and effectively promote PPP model.Due to the short application and practice of PPP mode in China,the performance evaluation index system of PPP model should be improved on the basis of more practices.Improve the popularity of PPP knowledge,enhance the relevant laws and regulations of PPP,reinforce the coordination of various departments and Coordinate the supporting documents of PPP,also an important factor in the scientific evaluation of PPP model performance.
