Research On The Difficulties And Countermeasures Of Foreign Aid Foreign Loan Management In Kunming City

International Financial Organization Loans and Foreign Governmental Loans is a kind of Sovereign Loans with preferential properties.The basis of such loans is to support the governments providing quality public products and public services.These loans focus on the environmental influence,ecological impact,poverty alleviation, immigration development,human development and other factors in the process of projects implementation.Through the providing of advisory services and technical assistance,these projects introduce international advanced management and operation patterns to the sovereign countries thus ensure the foresight,demonstration and sustainability of the projects.Kunming,the capital city of Yunnan Province in the southwest of China,has started to introduce foreign governmental loans to the city since the end of 80s.After more than 20 years,the using of foreign aid loans have contributed tremendously in the economic and social development of the city.Although the amount of foreign aid loans account for only a small proportion in the whole social economy,but the added value of knowledge effectively enlarged the social benefits and economic benefits of foreign aid loans,which makes it become an irreplaceable part in the government financing modes.At present,Kunming city is in a critical period of deepening reform and expansion opening-up to outside world,therefore,how to gain the powerful foreign aid loans support,how to further strengthen international economic cooperation,how to use the technical assistance and intellectual support of these international financial organizations in the planning of the city's future development,and how to enhance the management level and strengthen the government ability,have become the important topics of sustainable economic and social development for the city.Based on the above background of using foreign aid loans in Kunming city,this thesis summarizes the necessity and practical significance of foreign aid loan utilization in our city,and analyzes the difficulties and causes in front of it.The author of this thesis,believes that the reasons of foreign aid loans shrinking both in numbers and qualities in recent years including:limitation of quota,operating procedures and time limit,and lack of governmental functions is also one of the causes,as the government departments always fail to maintain a smooth and efficient mechanism to guide and promote the foreign aid loans work planning,identification selection and scheduling.At present,China's "One Belt and One Road" policy and Yangtze River Economic Belt Development strategy has brought good opportunities for Kunming city.The author believes that the government shall enhance its awareness and set up an effect foreign aid loans working mechanism.The government shall focus on the city's social and economic development,by using the "top-down" selection model to mend some insufficiency of "bottom-up" application.And The government shall utilize policy tools and incentive tools to improve project performance evaluation,and pay attention to the use of project knowledge,thus to fully exert the economic and social benefits of foreign aid loans,and boost the city's economic and social development in a sustainable approach.
