| With the rapid development of the world economy,the global urban population has expanded rapidly.Urban development has brought traffic congestion,energy consumption,environmental pollution and uneven distribution of resources,which has brought great challenges to urban governance.The construction of smart city will help to solve the series problems brought by the urbanization process and help realize the sustainable development of the city.Therefore,the research of smart city construction has rich theoretical and practical significance.This paper has mainly conducted following studies:firstly,the paper has defined the concept of smart city based on relevant researches,made theoretical analysis on the connotation of smart city,and elaborated the evaluation theories of smart city from three aspects,summarized domestic and overseas construction practice and theoretical research of smart city;analyzed the core concept of excellent urban construction,and elaborated four aspects of excellent city evaluation,and summarize the construction situation of global excellent smart cities.Next,the paper has made comparative research and content analysis based on the smart city evaluation indexes provided by domestic and overseas organizations and scholars,and made cluster analysis on the high-frequency key indexes,constructed the target framework of smart city building on this basis,and pointed out key points of building different types of smart city according to urban characteristics.In the end,the paper has sorted out several typical modes of smart city building,and studied the construction modes from different perspectives,and meanwhile obtained the basic decision-making logic of the path selection of smart city building based on these construction modes.This paper has obtained following conclusions:1.there exist differences of development stages of cities in different regions with different economic levels,thus the requirements and key points for urban intelligence are different.So different factors should be taken into comprehensive consideration for target setting and path selection during smart city planning.2.Based on urban intelligence requirements,this paper has set the goal and key selection of smart city construction according to city’s own characteristics and actual demands;from several different aspects,selected suitable smart city construction mode and pathway,made constant adjustment and improvement through comprehensive comparison.3.Generally speaking,the target system of smart city construction includes general target framework and characteristic target framework.The former is applicable for most cities and the latter is applicable for a certain type of cities with a specific characteristic.The basic decision-making logic of smart city construction can be divided into eight steps:function and target location-construction and development concept-mobilization and planning guideline-project planning and approval-design and intelligence mode-initiation and promotion strategy-implementation and management mode.Under the guidance of this decision-making logic,through comprehensive consideration and comparison,select the construction pathway suitable for the city.4.In summary,smart city construction requires for joint efforts from all sides so as to promote urban intelligence construction of the whole city through all-round coordination,mutually create a benign-cycle city environment,and achieve the sustainable development of the economy,society and ecology. |
