Research On The Influence Of Industrial Transfer On Regional Independent Innovation Ability

Since the reform and opening up,the eastern region has benefited from the tilting policies of the central government,foreign direct investment,and long-term“demographic dividends”,and has achieved rapid development.However,for the central and western regions,due to the constraints of economic development and geographical environment,the development of the manufacturing industry lags behind and has not been favored by international industrial shifts.As a result,the gap in economic development between regions in China continues to widen.Focusing on how to achieve coordinated regional development,the State issued the "State Council's Guiding Opinions on the Acceptance of Industrial Transfer in the Central and Western Regions",and guided the transfer of eastern industries to the central and western regions from a macro perspective,welcoming new opportunities for development in the central and western regions.Through industrial transfer,it will not only create space for the development of high-end industries in the eastern region,but also benefit the economic development and the industrial upgrading of the central and western regions.The most important thing is that both of them will be able to increase their independent innovation capabilities.“Made in China 2025” clearly points out the concepts of “optimizing industrial spatial distribution” and “innovation-driven”.The healthy and orderly promotion of domestic industrial transfer has become an important part of the national industrial development strategy.Therefore,it is undoubtedly of great significance to explore the influence of industrial transfer on regional independent innovation capabilities.Based on the domestic and foreign literature and relevant theories that influence the effect of industrial transfer on regional independent innovation,this paper elaborates the mechanism of industrial transfer on the ability of regional independent innovation;then analyzes the development status of China's manufacturing industry transfer and regional independent innovation capability.Then,this paper uses the spatial panel model(SLM and SEM)to analyze the panel data of 30 provinces and cities in China from 2005 to 2015,and constructs the economic distance spatial weight matrix,From the national and regional levels,this paper analyzes the impact of industrial transfer on regional independent innovation capability.Finally,we putforward corresponding policy recommendations on how to improve our country's regional independent innovation capabilities.This paper,through theoretical analysis and empirical research,draws the following conclusions:(1)From a national perspective,industrial transfer can not only enhance the region's ability for independent innovation,but also increase its neighboring regions and its similar economic and social condition region's ability for independent innovation through the spatial spillover effect.(2)There is a certain difference in the influence of industrial transfer in each region on the ability of independent innovation.The role of industrial transfer in enhancing the capability of independent innovation in the eastern region is higher than that in the western region,while the industrial transfer has no significant impact on the ability of independent innovation in the central region.(3)Human capital,degree of openness to the outside world,and investment in R&D have all significantly contributed to the improvement of independent innovation capabilities.
