A Research On The Regional Independent Innovation Capability Influence Exerted By Henan Province's Undertaking Industry Transfer

In the wake of the financial crisis,the international and eastern China industries began to seek cost depressions and market heights under the pressure of cost and market to maintain market competitiveness.Henan province is located in the central region of China,with a vast market and abundant labor resources,and it is the ideal destination for industrial transfer in the international and Eastern china.2007-2015 years,Henan province to undertake domestic and international industrial transfer continues to expand the scale of Henan Province in 2015,to the use of foreign investment and use of foreign capital reached $16 billion and 782 billion 100 million yuan,an average annual growth rate reached 25%.However,while large-scale industrial transfer has been carried out in Henan Province,China's economic development has entered a new normal state.The new normal state of economic development means that the driving force of China's economic development changes from investment driven to innovation driven.Therefore,in the face of the new situation,the party's eighteen clearly put innovation driven development strategy on the core position of national development strategy,in May 2016 the CPC Central Committee and the State Council issued a document requiring all localities and departments to seriously implement the "outline of national innovation driven development strategy".Henan Province,as a part of Chinese economy,the innovation ability also affects the innovation ability of the whole country,so seriously study not only has very important practical significance but also the implementation of national innovation driven development strategy requirements influence on the independent innovation ability of Henan Province Industrial transfer.Based on the review of related literature on the concept of industrial transfer and innovation defines the theoretical mechanism of industry transfer theory and innovation theory to construct the industrial transfer effect on the ability of independent innovation based on the absorption capacity of domestic and international industry transfer of technology spillover,the level of government activities,the level of human capital,transport infrastructure,openness as a regional absorptive capacity is the main economic development factors,and to explore the influence of the industrial transfer technology spillover effect.Finally,this paper makes a theoretical analysis of the spillover effects of international and domestic industry transfer.In this paper,the present situation of the transfer of international and domestic industrial undertaking in Henan province were analyzed from two angles of time and space,and from two angles of time and space of international and domestic industrial transfer are analyzed,from the angle of input and output of the independent innovation ability of Henan province are analyzed.Through the above analysis found: Henan province to undertake the transfer of the domestic industry are larger than the size of the international industry transfer,international industrial transfer of regional distribution in Henan province is relatively concentrated and the transfer of the domestic industry is relatively dispersed,Henan province to undertake the transfer of industries and the growth rate of self innovation output growth rate has a strong correlation.Based on the theoretical and empirical analysis,this paper builds a model of factors affecting industrial transfer of industrial transfer undertake innovation spillover effect on independent innovation and the econometric model of Henan Province,this paper uses the fixed effect model of panel data empirical test.The test results show that the domestic and international industrial transfer promotes the independent innovation ability of Henan province of Henan province to undertake the transfer of the domestic industry,but the influence of the independent innovation ability than the international industrial transfer;the level of economic development,human capital,transport infrastructure,openness to undertake the effect of independent innovation of international and domestic industry transfer in Henan province have a significant positive impact.But specifically,first,human capital is the most important factor that affects the technology spillover effect of international industry transfer,and the level of economic development is the most important factor affecting the technology spillover effect of domestic industry transfer.Second,the absorptive capacity of Henan province for technology spillover of domestic industry transfer is stronger than that of international industry transfer.According to the above research results,in the course of undertaking industrial transfer,Henan province should increase investment in R &D funds and innovate the management system of R&D personnel.First of all to undertake technological innovation personnel training system,promote scientific and technological personnel in full flow between local enterprises and the introduction of enterprises,scientific research institutions,colleges and universities,the exchange of learning mechanism to establish and perfect the scientific and technical personnel in different subjects of innovation,promote the rapid dissemination of knowledge;secondly through the continuous improvement of scientific and technical personnel of innovation ability,build cooperative innovation the mechanism of local enterprise and external enterprise;second,to improve the absorption capacity,focus on improving human capital,the level of economic development,increase government investment,improve infrastructure,improve the openness of region to enhance the ability of enterprises into technology spillover and regional technology absorptive capacity;third,to continue to increase to undertake the efforts of the international transfer of the domestic industry and regional economic development based on the improvement of industrial layout,to promote regional coordinated development;to enhance the power of city group of Central Plains Economic Zone behind the introduction of attention to economic development and economic resources in areas with a strong preference of leading role of industrial projects,reduce the degree of mismatch to undertake industry and local economic factors,enhance coordination of regional economic development.
