| Science and technology innovation ability is an important sign to measure thesoft power of a country or region. Since reform and opening up, China’s economic andsocial development gained the success that attract worldwide attention, Science andtechnology innovation capacity has been greatly improved. But at the same time,There is also a great shortage exists in the technology innovation ability of ourcountry. For example, the key technologies’ self-sufficiency degree is very low,innovation capacity is not that strong, many high-tech content and high added-valueproducts depends mainly on import etc. As the Industry clustering, China’s capacityfor independent innovation constantly reflects the regional and clusteringcharacteristics. Accordingly, it is very urgent and important to discuss the regionaland cluster independent innovation capability from theory and practice.This paper, firstly, defines regional and cluster independent innovation abilityfrom the theoretical connotation, studies the formation and operating mechanism of it,and analyses the main factors affecting the capability of regional and clusterindependent innovation; secondly, divides the capability of regional and clusterindependent innovation into four part, like: the Input capacity, the power oftranslation from science and research into products, and output capacity. And itconstructs a comprehensive evaluation system for the regional and clusterindependent innovation capability by4primary indicators and15secondaryindicators with the Classific-Principal component methods; then, makes theevaluation, sequencing and classification about China’s independent innovationcapability of regional and cluster with TOPSIS method, analyses the regionaldifference of china’ district by space statistics and cluster analysis, and concludes themain element which impact the regional and cluster independent innovation capabilityas internal factors and external factors; finally, raises some advices to improve theregional and cluster independent innovation capability, by the results of empiricalanalysis and the successful experiences of the foreign developed countries and areas. |
