With the deepening of globalization and regional integration, the global urban network has basically taken shape. The metropolitan area formed around big cities as the center and surrounded by radiating urban agglomerations has become the main body of international competition and has played a huge role in economic and social development. In 2016,the world-class city list published by GaWC showed that Shanghai has become one of the seven top-tier cities in the world and has become increasingly prominent in the global network of high-end producer services. The 26 Yangtze River Delta urban agglomerations with Shanghai as the core are one of the most mature areas for integrated development in China, and are important intersections between the "One Belt and One Road" and the Yangtze River Economic Belt.Among the Yangtze River Delta urban agglomerations, the Shanghai metropolitan area is the most closely connected with Shanghai's economy and society. The proposal of the Shanghai Metropolitan Area in the Shanghai Urban Master Plan(2017-2035)will help Shanghai integrate the strategic resources, industries, and channels of the surrounding radiating cities, give full play to the leading role of the central cities, and involve the radiating cities around Shanghai. To compete in the global urban network, promote the overall development of the region. However,in the "Yangtze River Delta Urban Agglomeration Development Plan" in 2016,it is pointed out that some problems exist during the development of the Yangtze River Delta urban agglomeration, such as "the lack of coordination among cities, the low level of homogenization competition, and the institutional mechanism for the development of urban agglomerations to be further improved."This article focuses on the industrial structure of the Shanghai metropolitan area, which is the core of the Yangtze River Delta urban agglomeration, and quantitatively analyzes the basic characteristics of the industrial structure of the metropolitan area in Shanghai in terms of specialization,high-grading,and rationalization.Shift-Share analysis is applied to the competitiveness of the industries in each city in order to clarify the characteristics and evolution of the industrial structure of the Shanghai metropolitan area.Based on the cointegration test and Granger causality test, explore the internal relationship between the industrial structure and economic growth. Finally, propose ideas for optimizing the industrial structure of the metropolitan area. The results of the study are as follows:(1)The industrial structure of the Shanghai metropolitan circle has the following characteristics:The central city has the highest level of industrialization and rationalization in Shanghai, and the tertiary industry has a high-tech industry;the three cities in Jiangsu have high levels of industrial structure and high industrial structure. The level of chemical transformation is relatively low;the level of rationalization of industrial structure in the three cities of Zhejiang is higher, while the level of industrial structure is lower.(2)In terms of industrial competitiveness,Ningbo,Nantong, and Jiaxing have strong agricultural competitiveness in the Shanghai metropolitan area.In industries,Wuxi and Jiaxing have strong competitiveness. In recent years, the industrial competitiveness of Suzhou and Ningbo has also risen sharply. In the high-tech industry, financial industry, and real estate industry,Shanghai has an absolute competitive advantage, and other cities are more backward.(3)The rationalization of industrial structure measures the degree of coupling between the input structure and the output structure of the industrial factor(in this article, the labor force). The rational growth rate of the industrial structure in the Shanghai metropolitan area is the Granger cause of the GDP growth rate, and the rationalization of the industrial structure is improved.Level helps promote economic growth. The high-grading of industrial structure reflects the proportion of the three industries in the region. There is no significant relationship between the high-grading of the industrial structure of the Shanghai metropolitan area and economic growth, and the blind pursuit of industrial height does not necessarily promote economic development.Based on the above results, suggestions are given to optimize the industrial structure of the Shanghai metropolitan area:(1)To increase the level of industrial rationalization,Wuxi,Suzhou and Nantong should accelerate the development of the tertiary industry driven by Shanghai, especially high-tech industries, and form industrial agglomerations;Ningbo,Zhoushan, and Jiaxing will develop high value-added agricultural and industrial projects, etc.Ways to upgrade within the industrial sector and differentiate development with Shanghai and other cities.(2)Formulate a special plan for the Shanghai metropolitan area industry to optimize the industrial structure.(3)The establishment of the Shanghai Metropolitan Area Economic Coordination Committee to break the administrative boundaries and coordinate the development of the metropolitan area...
