China is currently in a critical period of economic transition and the construction of ecological civilization.The process of industrialization,particularly,the solid material foundation form high energy-consumption industry has brought me a boost to economic growth,but it has also lead to serious pollution.Especially in the industrial sector,the high energy-consuming industry is the primary cause of ecological environmental pollution in China.As China's economic growth is under the new normal,China is facing the dual pressures of economic transformation and sustainable development.It is imminent to change the development mode of high energy consumption and high pollution.Therefore,It is necessary and urgent to carry out research on the energy utilization efficiency of high energy-consuming industry in China.This article focuses on the high energy-consumption industry in China.First,it analyzes the related theories of environmental pollution,economic growth and environmental governance.Then explores the economic factors that affect China's environmental pollution theoretically,and analyzes the economic and environmental impacts that may be brought about by structural adjustments in high energyconsuming industry from the relationship between industrial development and economy and environment.Secondly,analyze the characteristics of China's current environmental pollution and major sources of pollution,discover the impact on ecological environmental pollution of the industrial sector,especially the high energy-consuming industry,and obtain the urgency to carry out research on the energy utilization efficiency of high energy-consuming industry in China.Next,using data envelope analysis(DEA)to analyze the rate of technical progress in China's high energy-consuming industry and the total factor productivity of high energy-consuming industry,SPIRPAT model was established on the basis of this,and six high energy-consuming industry in China were adopted from 1998 to 2016.The cointegration analysis was performed on the time series data to examine the impact of energy-intensive industry adjustments on China's environmental pollution.The results of the study showed the following main conclusions:(1)In the six major high energy-consuming industry,energy consumption from all walks of life to presents ascendant trend,and the industrial pollution mainly based on high energy-consuming industry is the main source of ecological environment pollution in China;(2)The energy efficiency of use of high energy-consuming industry is not high,the black metal smelting and rolling processing industry and nonmetal mineral products industry has higher average energy efficiency of use.the average energy efficiency of use of oil processing and coking and nuclear fuel processing industry is the least;(3)Ecological environment pollution and the utilization efficiency of China's total population,per capita GDP,and there is a significant correlation between industrial structure and economic growth in China is the main driving force of energy-intensive industry occupies the main part of China's ecological environment pollution and energy consumption,is the second largest pollution factors in addition to demographic factors,an empirical test also shows that the energy efficiency of use has an important influence on the improvement of the ecological environment in our country.Both economic theory and statistics prove the importance of energy-consuming industry for China's "energy conservation and emission reduction".Finally,the above conclusion,the author of this paper,from the industrial structure,technical level and the government from three aspects of ecological environment management regulation,put forward policy Suggestions on industrial structure adjustment and technology progress,so as to our country economy sustainable development and ecological environmental governance to provide theoretical and technical support.
