Research On Energy Efficiency Of Jiangxi Province Under Environmental Constraints

Energy is one of the important material base and support social and economic running power,is also the core of international competition and power struggles field,energy problem about national security and the global economic and social development.In the face of the dwindling of fossil and the reality of global climate and environment change pressure,China's energy development strategy is facing radical change,will certainly to new train of thought to re-examine the future energy development.Energy revolution to direct China's energy development strategy to become the new normal top-level design and long-term strategy.Jiangxi how in energy revolution and economic development under the background of the new normal,positioning and the direction for energy development,is particularly urgent and important.Therefore,this article 11 cities in jiangxi province as the research object,from the overall economic development in jiangxi province and the present situation of energy utilization,reasonable evaluation using data envelopment analysis in 11 cities and energy efficiency,and by using Tobit regression to explore the influencing factors of energy efficiency around the city in jiangxi province,in order to offer reference to adjust measures to local conditions of jiangxi province energy policy.In previous studies,energy efficiency often when energy consumption per unit of GDP produced,while ignoring the damage to the environment.This paper USES DEA method to measure considering environmental factors of 11 cities and energy efficiency,and did not consider the environmental factors,found that in comparison with the energy efficiency of every city in jiangxi province from 2003 to 2013,all the factors of energy efficiency is obviously improved,but the cities of all elements of regional differences in energy efficiency.Energy utilization in jiangxi province during the period of investigation of pure technical efficiency is greater than the scale efficiency,compared with some developed areas of industrial cities is abnormal,suggests Jiang Xishang in the immature stage of industrialization.Jiangxi province should make full use of advantage of backwardness,the scale efficiency and pure technical efficiency as a whole.Nanchang,jiujiang,ganzhou,also compared with other cities and high energy efficiency,energy use and pollution emissions in a relatively optimal level.And yiyang,yi chun city,pingxiang,xinyu,it,such as fuzhou city inspection period total factor of energy efficiency has been on a low level.Contrast does not consider the environment elements and considering the environment in both cases total factor of energy efficiency can be found that total factor when considering environmental factors of energy efficiency is higher than without considering environmental elements,under two scenarios,nanchang,jiujiang,ganzhou three cities and energy efficiency model for high economic efficiency and environmental efficiency type;Pingxiang,fuzhou,yingtan,characterized by low economic efficiency and environmental efficiency,these three cities whether include environmental factors,energy utilization efficiency are low level,is a typical high input,high pollution and low efficiency of economic growth mode,not only waste a lot of energy resources,and form a serious environmental pollution,improve the level of energy utilization,reduce pollution emission is the top priority,should adjust measures to local conditions to implement the corresponding policies.In respect of the related factors influencing the energy efficiency,the proportion of secondary industry to enhance the efficiency of energy utilization has a reverse relationship,research fund input and the marketization level,have a positive relationship.From 2003 to 2013,the degree of industrialization has brought the increase in energy usage,reasonable government regulation is conducive to the improvement of energy efficiency.Rise in the economic development of jiangxi province around the city,should be in the development of economy at the same time,corresponding to improve energy efficiency.Energy consumption structure is one of the key influence factors of energy efficiency,adjust measures to local conditions to implement energy policy is very important.
