Based on the Single factor and total factor energy efficiency framework. Thispaper conducts an deep analysis of Xinjiang’s industrial energy consumption status,energy consumption intensity, the main factors of the energy intensity changes, aswell as energy efficiency and energy efficiency influencing factors.The mainconclusions are as follows:1, Xinjiang industrial’ energy consumption accounted for the large proportion oftotal energy consumption, and there exist the huge differences of energy consumptionin the various sub-sectors; Xinjiang industrial energy intensity was negativelycorrelated with the energy consumption,in China’s five provinces, Xinjiang’sindustrial energy intensity is in the middle and upper reaches in the near years,However, the industrial energy intensity is still very low compared with otherprovinces of our country,2, whether it is the industrial sector or the three industrial sectors, as well as highenergy consumption industries, energy intensity changes are affected by changes inthe efficiency factor, efficiency share play a leading role in the total energy intensitychanges, while in the medium and low power consumption provinces, efficiency andstructural factors which is not obviously the dominant factor.3, manufacturing and energy-intensive industries play a major role in the twomajor factors of Xinjiang industrial energy intensity changes, that is to say, structuraleffects or efficiency effects are all due to the improvement or not of the economicrestructuring and energy efficiency of the manufacturing industry, so as to theenergy-intensive industries.4, in the framework of total factor analysis, we found that the total factor energyefficiency of the industrial sector in Xinjiang ranked29in the country, at the sametime, locating in the national’ energy inefficient region, the energy-saving potential ismore than80%since2005, the phenomenon of wasting in the industrial sector isserious, and the the energy efficiency inspection measurement results are highlyconsistent in the same data specifications.5, the average energy efficiency are only0.363between1994and2008,, thereare also energy input redundancy,usint the Tobit model to analyse the influencing factors of Xinjiang Industrial’s Total Factor Energy efficiency, and found that firmsize have a significant positive effect while the proportion of coal consumption andthe the level of foreign direct investment have a a significant negative impact, andthe Xinjiang industrial property rights performance and proportion of powerconsumption have no significant effect on the total factor energy efficiency ofXinjiang Industrial.
