Research On The Supervision Mechanism Of County Postal Service

The postal service is an national important social utility and plays an essential role in the national economy,which is the guiding of modern industry to promote circulation way transformation and consumption upgrading.With the gradual improvement of the postal system reform,and the postal regulation has been further strengthened and improved,the order of the industry market has become more equitable and orderly,while the public has enjoyed a more convenient and efficient postal service.Especially since the 18 th CPC National Congress,the fundamentality,guiding,service of the postal service is more prominent,the total average annual business growth rate reached 37%,support online retail sales exceeded 5 trillion yuan,annual average more than 200000 jobs were created.Our country has become the world's fastest growing potential maximum postal market.At the same time,three regulatory system of the central government,province,city cannot adapt to the healthy development of the postal service need which contradictions increasingly sharp.The county,township,village level spostal service security problem such as service quality and the development problems are more and more prominent,the shortcomings of postal service at the county level is lacking industry's regulatory which need be solved at soon.In this paper,on the basis of summarizing domestic and foreign literature,research results,regarding Nanchong as the research object that using literature analysis and field observation to deep analysis on three types of county postal administrations which are Established municipal departments direct supervision.delegated supervision,the establishment of county-level institutions supervision.There are five problems in the supervision of postal administration in Nanchong city through comprehensive analysis and research findings: first is that the municipal department has big supervision pressure,second the entrusted supervision form is larger than the content,third,county-level institutions have not played a practical role,fourth,supervision overlapping to waste administrative resources,fifth,supervision is in a reactive state.To further put forward measures to promote effective regulation of county postal service,this paper uses the theory of new public management and theory of government regulation to find the primary cause of the three modes of supervision of county postal administration why cannot form a concerted effort to play a combination of boxing in Nanchong city: First,the postal system is not sound,Second,the entrusted supervision lacks the necessary conditions.Third,county-level institutions are inborn.Fourth the city post management department regulation idea has not really set up.Fifth,the supervision means is unitary.From the perspective of public administration,this paper puts forward some countermeasures and paths which are innovative supervision mode and exploring government purchase service;establishing the performance appraisal system and activating the existing institutions;decentralizing the examination of universal postal service subsidies to the municipal postal administration;Changing the regulatory philosophy and seize the "key minority";strengthening the support of modern science and technology;increasing support by local government etc.
