The Research On The Supervision Of Government Purchase Of Public Service From Social Organization

Government purchase of public service from social organization is conducive to promoting the construction of service-oriented government, but also conducive to promoting the development of social organization, and has become an important institutional innovation of public service supply in china. In the past twenty years, government purchase of public service from social organization has been widely used in the field of home-based care services, community services, employment services, environmental protection and other areas of public service supply. Government purchases of public service improved the quality of public services effectively, reduced the government’s financial pressure, and meet the diversified demands of public service.However, with the rapid development, the government purchases of public service also exposed to low efficiency, lack of public responsibility, unsatisfied of service object and the purchase of rent-seeking. Under this background, China began to explore the establishment the supervision system of government’s public service, however, the supervision system supply of government purchase of services from social organizations is still insufficient, the relevant legal system has not been established; the existing regulation is not covering the entire process of purchase, supervision content is not comprehensive, and other key areas of supervision such as supply side market access, service price, project funds is still blank; security mechanism of supervision system is not perfect, the independent supervision mechanism has not been established, purchase information transparency is not high, and professional supervision personnel is deficient, all these make the Chinese government’s public service supervision system construction and the development of purchase of services does not match, the imperfect supervision system of government purchase the public service is restricting the development of the government purchase.Based on the market regulation theory, this paper is starting from the economic regulation and social regulation, focusing on overcoming the information asymmetry, unequal responsibility, and incomplete contract, and establish the supervision framework which include the regulation subject, regulation content and supervision approach. The paper introduces the practice of supervision in China’s government purchase of public service from social organization, and points out the problems existing in supervision of China’s government purchase service of social organization. Based on the mature pattern of government purchase service supervision of the Shanghai experience, the article put forward that we should strengthen supervision of the government purchase of public service from four aspects: strengthening the institutional construction, building up pluralistic supervision system, enhancing the supervision of the purchase process and improving the assessment mechanism.
