Since the birth of the internet,the impact on the society and economy of human is very huge.With the rapid development of network information,it has also brought subversive changes to our traditional life style.In 2010,a software that taxies could be booked on cellphone appeared.Then,APPs like Uber,Didi and Kuaidi appeared,which you could use to make an appointment for a taxi on the cellphone.Those cars are commonly known as "car-hailing on net",which have greatly improved the convenience of travel,and to a certain extent,solved the problem of taxi booking.But such problems as lack of supervision,legitimacy and vicious market competition are also coming.Therefore,it is of great significance for the rational construction of multi-level and diversified public transportation architecture to effectively supervise the car-hailing on net.To this end,the paper will take the current status of car-hailing on net in Ningbo and the mode of supervision as the research object.This paper first introduces the connotation and main characteristics of the car-hailing on net,and describes the differences between the car-hailing on net and the traditional car-hailing industry.Hackle,research and analyse the development and the main problems of the car-hailing on net in China and foreign countries from the aspects of historical background,the development course and the main characteristics of the development.Try to find out the causes and enlightenment of these main problems.Then introduce the theory of government regulation.Research on the content of government regulation theory.To discuss whether the car-hailing on net needs regulation,research the cost and income,and how to regulate it.This paper expounds the theory of multiple governance,and explores the problems of the single subject of the government by combining the management of the car-hailing on net.Why do we need to introduce multiple main body participation,how to introduce multiple subjects,and how to manage the car-hailing on net by multiple subjects.Secondly,we study and analyze the main management paths of current car-hailing on net,firstly describe the main management methods of car-hailing on net in western countries,and analyze the effects of these management.Then select several representative large and medium-sized cities in China,analyze the basic situation,the main management methods,characteristics,positive effects and existing problems,and put forward the experience and inspiration of the government management of the car-hailing on net in China's large and medium-sized cities.This paper focuses on the analysis of the management method of car-hailing on net carried out by the Ningbo municipal government.Through field visits,market research,questionnaire design and data collection,we evaluate the effectiveness,identify problems and find out the reasons.Finally,draw on the domestic and foreign experience,put forward the countermeasures and suggestions to improve the management of car-hailing on net in Ningbo.This paper expounds how to establish policies and regulations that adhere to the principle of government leading and social participation to improve the management of car-hailing on net,how to build multiple social forces to improve the governance system of car-hailing on net,and how to cultivate third party organizations involved in the management of the car-hailing on net.
