Research On The Problems And Countermeasures In The Process Of Targeted Poverty Alleviation In Baoji City

Completely building a well-off society by 2020 is the first goal of the“two hundred years”goal and the final year of the“Thirteenth Five-Year Plan”.It is the timeline for the completion of a well-off society,and the biggest obstacle facing the completion of a well-off society is poverty.General Secretary Xi Jinping proposed at the symposium on poverty alleviation that poverty alleviation and development has entered the sprint phase of attacking and stumbling.It is necessary to grasp the time,make up for shortcomings,and plan well to ensure that poverty will be eliminated by 2020 as scheduled.China's poverty has a large scale,a large number,and a deep level.To achieve this one-hundred-year goal,General Secretary Xi Jinping has repeatedly investigated and proposed major theories such as“precise poverty alleviation”.He pointed out that in the poverty alleviation stage,starting from reality,we must focus on the major issues.We will focus on solving issues such as public services,medical care,and social assistance in order to lift the poverty-stricken population out of poverty by 2020 and realize a comprehensive well-to-do society.This article takes Baoji City of Shaanxi Province as the research object,and analyzes the problems encountered during the poverty alleviation process in the current context.The article first elaborates on the research background and the significance of the research,followed by a review of studies related to poverty alleviation at home and abroad.It is found that research on poverty alleviation abroad mainly focuses on the causes of poverty and empirical studies on anti-poverty.The country is mainly concerned with the concept of poverty.The study on the definition of poverty alleviation and countermeasures for poverty alleviation explored the poverty alleviation path with Chinese characteristics on the basis of learning from foreign anti-poverty experiences.The article takes poverty theory,social security theory and participatory poverty alleviation theory as the theoretical basis,and defines the related concepts of poverty and precision poverty alleviation.On the basis of theory,through field surveys and visits to obtain effective first-hand information,through the sorting and analysis of data,the situation of poverty in Baoji City was described,and the causes that led to poverty in poor counties in Baoji City were identified,and Baoji was collected and organized.In order to achieve poverty alleviation,the city has adopted a series of measures and paths to analyze the effectiveness of its efforts to eliminate poverty and find out the current problems Baoji faces in poverty alleviation.From the data,it can be seen that poverty caused by illness is the primary factor leading to poverty,and secondly,due to disabilities,lack of skills,lack of labor,lack of funds,due to learning and other factors.According to the causes of poverty,the Baoji City Poverty Alleviation Office and all units cooperated and adopted targeted measures such as social security,medical and health care,poverty alleviation through education,transfer of employment,technical training,industrial development,and relocation.Finally,through the analysis of the effectiveness of poverty alleviation work in Baoji City,it was found that Baoji City in the process of accurate poverty alleviation has identification biases,malicious exclusion,unreasonable industrial project arrangements,poverty due to illness is still serious,phenomena are widespread,formalism,Deception,corruption and other issues.Therefore,to increase the flexibility of accurate identification standards to achieve dynamic monitoring of the poor population;to strengthen supervision and inspection of industrial projects to ensure that poor people can enjoy fair treatment;increase investment,increase configurable resources in poor areas,and overcome formalism;Strengthen the dynamic management of the poverty-stricken population and cover security,effectively implement the policy of buffering the withdrawal of poverty,prevent the poverty-stricken population from returning to poverty again,increase corruption control in the area of poverty alleviation and education and training of the cadres,and correct the work style.Poverty is both a social problem and an economic problem.It is not conducive to economic development and social stability.Eradicating poverty,improving people's livelihood,and gradually realizing common prosperity are the essential requirements of socialism.Winning the fight against poverty is an important symbol of the superiority of socialism with Chinese characteristics and an important way to promote economic growth under the new normal.Therefore,we must adhere to the government-led,active participation of all parties in the society,help each other,and win the battle in order to reach a comprehensive well-off society by 2020.
