Research On The Mode And Implementation Path Of Rice Output Insurance In Yunnan Province

Yunnan is one of the rice production areas,rice is the main staple crop,playing vitally important role in food production.Yunnan started policy insurance on rice in 2010 but farmers' enthusiasm for policy insurance has decreased year on year and the insurance rate is low due to relatively low insurance amount.In addition,Yunnan is a province with frequent natural disasters,natural disasters and rice pest have massive influence on rice growing.Since 2009,rice production has been fluctuating.With the increasing demand of rice consumption,the contradiction of supply and demand of rice-based staple food is increasingly prominent.The paper studied the influence of rice planting and disasters,current status of rice insurance policy,opportunities and challenges of rice insurance innovation,precise calculation and evaluation of rice yield premium rate,rice yield insurance modules and mechanism,implementation and materialization of rice yield insurance,safeguard and support of rice sustainable and healthy development and measures to be taken to safeguard food security of Yunnan Province.Through precise calculation and evaluation of the premium rate,considering main difficulties and problems including single insurance module,relatively low premium rate,narrow coverage,low reliance of farmers,imperfection of coinsurance linkage mechanism,late arrival of some city/prefecture finance subsidies,lack of catastrophe risk dispersion mechanism and imperfection of organization and safeguard mechanism,according to the needs of farmers,enterprises,local government,insurance institutions and the opportunities and challenges of rice yield insurance implementation in Yunnan,referring to matured modules from home and abroad and Yunnan local situations,based on the strategy of steadily developing current policy insurance,the study designed two insurance modules.The study raised six suggestions to implement and materialize rice yield policy insurance for reference of decision making institutions.The six suggestions include establishing and perfection of organizational and safeguard systems,strengthening baseline data collection,perfecting biding and quality evaluation mechanism,strengthening promotion,increasing financial subsidies,practicing pilot study first and then extending to a larger scale and regulating operation and management.The study aims to provide further support and safeguard to rice development,promote agricultural economy development and enrich agricultural insurance research systems.
