Research On Income Insurance Of Agricultural Products Based On The Perspective Of Food Security

Food is an important strategic resource related to national economy and people's livelihood,and is also the basis for achieving social stability and national security.Food security has always been the focus of all countries in the world.In recent years,various kinds of agricultural insurance to maintain food security and ensure the development of agricultural production have been widely promoted,but in the face of increasingly diversified risk protection needs,the current production insurance and price insurance are difficult to meet.From the perspective of dispersing agricultural risks and ensuring national food security,this paper puts forward the development of income insurance for agricultural products.Firstly,this paper analyses the mechanism of agricultural product income insurance,and points out that it has the advantages of meeting the needs of farmers to disperse risks at different levels,smoothing the operational risks of agricultural insurance operators,promoting the cultivation of new agricultural operators and the development of modern agriculture.Secondly,according to the evaluation index of China's food security,this paper proposes that the income insurance of agricultural products can play an active role in ensuring national food security.Firstly,income insurance income promotes production,which is conducive to improving the national grain self-sufficiency rate;secondly,income insurance guides effective production,which is conducive to improving the National Grain Reserve level;thirdly,income insurance increases farmers' confidence,which is conducive to reducing the fluctuation rate of national grain output;fourthly,income insurance price formation mechanism is conducive to ensuring the stability of national grain prices;fifthly,income insurance guides effective production and helps to improve the level Entering insurance to promote the implementation of green box policy is conducive to enhancing the international competitiveness of grain production and trade.Then this paper introduces the typical case of rice income insurance pilot in Zhangjiagang City.Through the description of the case background,occurrence and compensation situation,the content,operation process and characteristics of the insurancemodel are explored,the problems existing in the model are analyzed,and the positive significance of income insurance for national food security is clarified according to the evaluation index of food security.Finally,at the end of the paper,some policy suggestions are put forward to effectively play the role of agricultural income insurance in guaranteeing national food security.
