| With the deepening of economic globalization, more and more enterprises in China have launched outward foreign direct investment activities. In 2016,China’s outward foreign direct investment volume was up to 196 billion 150 million US dollars, ranking the second largest in the world. As an important way of international technology spillover, outward direct investment plays an important role in promoting the economic transformation of the home country and enhancing our independent innovation capability. Then how does the reverse technology spillover effect on the ability of independent innovation be realized? Will the reverse spillover of foreign direct investment improve our country’s independent innovation ability? China’s vast territory, vast territory and abundant resources, the political and economic development in different regions are different, then the impact of foreign direct investment of Reverse Technology Spillover on China’s independent innovation ability is the regional differences? Besides, the institutional support of the home country is an important external force to promote the reverse technology spillover of foreign direct investment.Does our institutional environment affect the reverse technology spillover of China’s foreign direct investment? This paper mainly discusses the above problems.Based on the previous research and theoretical analysis,in 30 provinces in China as the sample, the foreign direct investment from 2003 to 2015 for the panel data, first of all, using the GMM method to examine the reverse technology spillover of foreign direct investment whether to enhance the ability of independent innovation in China;secondly, adding dummy variables to the impact of foreign direct investment reverse technology spillover in eastern central and western regions of China to the independent innovation ability is the regional differences of inspection;thirdly, calculating the institutional environment of our country(including education support, corporate tax, intellectual property protection and government intervention on investment level)on the spillover effects of foreign direct investment in reverse the threshold value of technology in china. Finally, the conclusion of the study is summarized and the policy suggestions are put forward.Through the above research,we draw the following conclusions: first, for China’s overall, reverse technology spillover significantly improves China’s independent innovation capability.Second,on China’s East and West three regions, the eastern region reverse technology spillover of foreign direct investment significantly promote China’s independent innovation capability, and the effect of reverse technology spillover of the central and western regions of China’s independent innovation ability not through the significant test.Third,China’s institutional environment has threshold effect.Education support and protection of intellectual property rights are significant under single threshold and double threshold. The tax burden of enterprises and the degree of government intervention on investment are significant under a single threshold. After the education support span the threshold, the reverse technology spillover of foreign direct investment will improve our country’s independent innovation ability in a higher degree. The degree of enterprise tax burden, government intervention in investment does not cross the threshold value, the ability of independent innovation of foreign direct investment can improve the reverse technology spillover in China, when the two variables across the threshold value, the ability of independent innovation of foreign direct investment will inhibit reverse technology spillover in china. When the protection of intellectual property right does not cross the threshold, the reverse technology spillover of foreign direct investment can improve the independent innovation ability of our country. With the increasing protection of intellectual property rights, the marginal effect of Reverse Technology Spillover on independent innovation capacity of foreign direct investment is decreasing, but in general,it can promote the growth of independent innovation capability. |
