In the past 30 years, with the reform and opening up,China's economy has grown rapidly. In the coming period of time,China's economy will maintain its new normal economy with medium-and high-speed growth and move into the ranks of middle-income countries. However, the income gap between different regions, urban and rural areas, and social strata in China is also gradually increasing, and the “second generation” phenomenon has become increasingly fierce, reflecting the public's dissatisfaction with the solidification of social interest structures and the concern for intergenerational transmission.Intergenerational income mobility can be used to reflect the degree of social equality.Low intergenerational income mobility will lead to an increase in income disparity and solidification of strata. The study of intergenerational income mobility is to explore the degree of dependence of the children on the income of their parents and their grandfathers, the transmission mechanism of this dependence and how the income of parents and grandparents influence the income gap of their children. This is of great significance for the study of social equality, and it can also explore how the government can formulate public policies to promote intergenerational income mobility. At present, the problem of poverty in China is still very serious. For the income inequality existing in different regions and different social groups, the gap between the rich and the poor, whether it is the absolute poverty caused by the low income level or the relative poverty caused by the income gap, will damage the sustainable development of the social economy. When China's economic development enters a new normal, achieving a comprehensive poverty alleviation is an urgent task for China to build a well-off society in an all-round way. So,China combine government with all sectors of society to carry out a full range of precision poverty alleviation work so as to fight for the fight against poverty.Under China's "precise poverty alleviation" policy, how to innovate in accurate poverty alleviation work, how to get the poor out of poverty, and how to promote intergenerational mobility to block the intergenerational transfer of poverty are the directions of this article. Therefore, analyzing the effectiveness of precision poverty alleviation policies from the perspective of intergenerational income flow can also provide better ideas and methods for the design of “precision poverty alleviation” policies.Due to the short follow-up time of the public micro survey database in China, this paper combines the data of CHIP1988 and CHIP2013 to estimate the income of the ancestors by using the two-sample two-stage least-squares method and match the family-centered three generations of residents' income, occupation, and education-related data to establish the logarithm. The regression model measures the intergenerational income mobility of Chinese residents, analyzes various factors related to intergenerational income flows, and discusses how to improve the design of precision poverty alleviation strategies from the perspective of intergenerational mobility. It was found that the intergenerational income of Chinese residents is at a medium level, the income mobility of offspring and fathers is relatively low,and the income of the ancestors is relatively small. When income quantiles are returned,it is found that multi-generational income elasticity coefficient of the poverty class is high, and offspring of the poor are more likely to fall into the trap of poverty. When considering the age factor,it was found that the values of the income elasticity coefficients of urban offspring and ancestors were negative, and the Solon model was verified. It was found that the income elasticity coefficient of rural offspring and ancestors were higher than the regression coefficient of offspring and fathers, which is determined by the status quo in rural China. Finally, through analysis,it is found that education has the role of promoting intergenerational multi-income mobility, while multi-generational occupational succession will reduce income mobility, thus, precision poverty alleviation strategy can be designed from the perspective of intergenerational: First, precision poverty alleviation strategy must first be based on education.Starting with the goal of raising the overall education level of the poor and their own development capacity, they will be lifted out of poverty. The second is to increase investment in public human capital in order to increase the human capital of poor families and prevent the intergenerational transmission of poverty.Third,it is necessary to improve the labor market and increase the equal opportunities for residents in social competition so as to promote intergenerational mobility and narrow the gap between the rich and the poor in society.
