Research On Expatriate Assignment Labor Management Of CSCEC In Algeria

Chinese enterprises aggressively went abroad to expand overseas market since the development strategy of "going out".Algeria,the destination located at northern tip of Africa,became the market the companies scramble and compete for.Since the 1980s,the companies gradually moved into local market,and Chinese enterprises stationing locally sought the opportunity to grow rapidly thanks to that local political situation is relatively stable and local government developed national economy on a large scale and launched a number of related projects in the fields of infrastructure and people's livelihood.Presently,over 800 Chinese companies has inhabited in local Algeria,including the large state-owned enterprises like China State Construction,China Railway Construction Corporation Limited,CITIC Construction Co.,Ltd,Sinohydro Group Ltd,China Gezhouba(Group)Corporation and other large-size enterprises.There are a large number of outstanding private enterprises including Zhejiang Construction Investment Group,Zhejiang Dongyang Third Construction Engineering Co.,Ltd,Huawei Technologies Co.,Ltd,ZTE,etc.To get involved in local economic construction,Chinese enterprises domestically recruited a large number of Chinese labor workers to Algeria to join in the construction of projects,and now there are more than 40,000 Chinese labors in Algeria.In recent years,the strikes of masses show increase tendencies due to increasing growth in the number of workers in Algeria,significant difference in quality of works,and differences in the emphasis degree on the labor management and management level.Especially,local government of Algeria constantly introduced a variety of restrictive measures and reduced the input of foreign laborers to guarantee the employment of their own workers since global economic crisis in 2015.In order to respond the crisis under new situation,effectively manage large-scale workers,avoid the risk in the overseas labor services management,make labor management operation to be the solid supporter of project management,CSCEC,a locally famous Chinese enterprise,is regarded as the research object in this paper,the advantages and disadvantages as well as the risks and opportunities facing outside are analyzed with SWOT model,and the strategies to be taken by CSCEC in local labor management of Algeria in the future are explored.This paper aims to providing the reference for long-term development of other Chinese enterprises in Algeria.
