As mobile Internet,cloud computing,big data,the development of information and communication technology such as the Internet of things,and the popularity of smartphones and other mobile terminal,the Internet and traditional industries,to speed up the depth of integration,formed a "Internet +" traditional industry and a series of new forms,new economy.With e-commerce as the typical representative,it has gradually developed into an important economic growth point,and has been increasingly closely related to human life,and constantly optimizes the human production and life style.Last year,the ministry of commerce and other 19 departments issued "about to speed up the development of rural e-commerce opinions,encourage support e-commerce development and application in the field of agriculture and rural areas,brought powerful opportunity for rural e-commerce development.In this context,this paper investigates the current situation and problems of rural e-commerce in jintang county.Study found that jintang county in recent years by building a "3 + 1" rural electric business platform support system,explore the "Internet +" rural electricity application service system,helpage "four one" electricity industry development guarantee system,give play to the role of government guidance,establishing and perfecting the rural electronic commerce service system,perfect the electronic commerce talent training mechanism,build rural e-commerce development good atmosphere,promoting jintang county rural healthy and rapid development of electronic commerce.E-commerce coverage and a substantial increase in sales scale,in 2016,"the Chinese navel orange first township" sanxi town with the help of a cloud network "farming",realize the navel orange online sales have more than 45 million jins,accounted for 15% of the whole town navel orange sales.Part of the electricity business through simple network marketing online category,gradually involved in the local traditional culture,farming experience,rural tourism activities such as marketing,such as JTG jingdong pavilion "Tian Ling jian","the cloud","flower Tian Guangxing" and "five phoenix creek" electric business platform,under the government guidance,integration of sightseeing agriculture and special agricultural products,idle housing,rural hotel,food and beverage of farmhouse and otherresources,through online promotion,consulting,services such as ordering,attracting tourists to the rural leisure vacation,promote the integration of tourism industry development.At the same time,also found the jintang county rural e-commerce development has some short board,electricity industry developing fast,but the overall competitive advantage is not obvious,more platform,hatch the effect not beautiful.The logistics express industry system is not perfect,the transportation cost is higher;The information flow,commodity flow,capital flow,logistics and talent flow that support the development of e-commerce are inadequate,and the farmers’ conception of the development of e-commerce is backward and so on.This paper combines the "Internet +" thinking and the rural practice of jintang county,focusing on the government’s efforts to support and guide rural e-commerce.The e-commerce enterprises should establish the brand operation of agricultural products and build a high standard rural electric business incubator base;Relying on large domestic logistics enterprises to improve the logistics distribution and information service system of rural e-business;To train the professional talents,rural information staff and improve the quality of the team.
