Since the reform and opening up,China’s socio-economic development has been rapid.After the party’s 19 th National Congress,China officially entered a new era of socialism with Chinese characteristics.However,with the continuous improvement of the socialist system,there are also phenomena such as unbalanced economic development and backward development of the people’s livelihood.Although the level of non-public products such as medical and health care,basic education,environmental protection,social security,and science and technology expenditures all showed an increasing trend in terms of the total supply of public goods for the people’s livelihood,it was not comparable to the level of social and economic development.Economic public goods do not fully satisfy people’s needs for public services for the people’s livelihood.From the logic of the local government’s behavior,local governments are more inclined to public products that can directly bring economic effects,which will further reduce the local government’s passion for the provision of public goods.The transfer payment system is a system in which the central government does not match the power of local financial power,promotes the provision of regional public goods,and coordinates the balanced development of regional economies.The higher level government usually uses transfer funds to make up for the financial gaps of lower-level governments to ensure that lower-level governments can effectively provide public products.Local governments often transfer funds for economic public goods to improve the level of economic development in the region.It is also possible to misappropriate special transfer payments.“The money for soy sauce cannot be used to buy vinegar” is the best evidence.While gaining income within the system,local governments also make up for their lack of financial resources by obtaining funds outside the system.Off-system funds mainly include land transfer fees and local government debt revenue.These revenues can effectively solve the problem of insufficient financial resources of local governments.However,the difference between the land sales revenue and the local government debt income may have different effects.Therefore,this paper selects the impact of non-economic funds and transfer payments on the supply of non-economic public goods as the research object,and uses provincial panel data from 2004 to 2015 to conduct empirical research and analysis.It concludes that non-regulatory funds and transfer payments have an impact on non-economic public goods.And through the empirical results put forward relevant policy recommendations.There are six chapters in this article.The first chapter introduces the research background and significance of this paper,determines the basic research methods and research content of this paper,points out the research ideas and framework of this paper,and puts forward the innovation and deficiencies of this paper.The second chapter is about the definition of related concepts and the literature review,which lays the foundation for the analysis of the following texts.The third chapter analyzes the impact of non-institutional funds and transfer payments on non-economic public goods.First of all,through the logic of local government,we find out the reasons why local governments are unwilling to provide non-economic public goods;secondly,theoretical analysis of non-economic public goods supply is provided by non-financial funds and transfer payments;finally,transfer payments and systems The descriptive analysis of foreign funds and non-economic public goods.Chapters 4 and 5 are empirical analyses.They analyze the impact of non-financial funds and transfer payments on the supply of non-economic public goods from linear models and nonlinear models.The sixth chapter is policy recommendations.
