In the period of C hinese economic transition, the government by virtue of its special level land market monopoly to carry out a series of financial revenue and expenditure activity that land leasing is the subject around the land possession, use, earnings power. This special social phenomenon is formed with the unique economic system environment: the tax system and land "dual structure" is a social system base of the formation, the rapid advance of the urbanization process is the development background. After the reform of the tax system in 1994, local government budget suddenly suffer significant tension. At the same time the process of rapid development in the city, the scarcity of land resources is prominent and land value increased. Income related to land has become an important source of local fiscal revenue.This phenomenont is the result of the combined social force. It"s abnormal development is related to social aspects, what is affected the most significant is the supply of public goods, especially the non-economic public goods supply.In theory, Land transfer revenue has multiple effects on non-economic public goods supply. The direct impact is refer to that the land transfer revenue provide funds and land for non-economic public goods supply and indirect effects include the Land transfer revenue through promoting economic development and the urban land expansion to indirectly promote the non-economic public goods supply in the city. By selecting relevant data from 2002 to 2013 in Wuhan C ity, this thesis builds up a econometric model of Land transfer revenue and non-economic public goods supply and using method of cointegration test, Granger causality test, try to discussed in depth on the influence direction and degree which Land transfer revenue act to the supply of the non-economic public goods. The results showed that there were significant differences of effect thatLand transfer revenueact to different types of non-economic public goods supply, and varies with time. Specifically, the impact of Land transfer revenue to medical public goods is the most obvious, positive effect on education, culture with the time increased. According to the results of empirical analysis, this paper proposes that rational guidance effects of Land transfer revenue play a role, and the implementation of non-economic public goods supply promoting measures,and construct livable city.
