Poverty refers to those living in a certain area or the average social level of the country.They cannot meet the various needs of their own survival and development.Poverty not only refers to the low level of living,but also includes poverty in many aspects such as housing,medical care,education,development,resources,and the environment.The development of the social economy should have pushed people toward a more spiritual and material living condition.However,because of the irrational aspects of institutional structure and distribution methods,some groups are unable to enjoy the dividends of development and are even excluded from the dividend distribution system.outer.As the administrator of public affairs,the government has comprehensively promoted the people's production and living conditions so that all residents can enjoy the dividends of social development as their due responsibilities.The poverty groups often face the lack of multi-faceted conditions.It is often not sufficient to rely on their own strength to get rid of poverty.To completely eradicate poverty,achieve an overall well-to-do society,and achieve common prosperity,government behavior plays a crucial role.However,government agencies,which are the main body of social resource allocation and regulation,often need to take into consideration multiple goals at the same time.Poverty alleviation and development is only one of them,and the government's financial resources are not unlimited.Therefore,when government departments formulate financial expenditures for poverty alleviation and development,they need to consider how to maximize their role in the limited financial resources.This requires government departments to focus on their size and structure when formulating fiscal expenditure policies for poverty alleviation and development.It is of great significance to study how to better determine the scale and structure of fiscal expenditure to achieve optimal anti-poverty effect in the context of reaching the goal of achieving poverty alleviation and achieving more comprehensive poverty eradication.From the perspective of fiscal expenditure,this paper combines the objectives of poverty alleviation proposed by the rural poverty alleviation and development program,and examines the effects of scale and structure of fiscal expenditure on rural poverty from the supply side and the demand side.The rural poverty status in this paper is measured by using the more mature FGT index.The poverty status in rural areas is measured from three aspects:poverty incidence rate,poverty gap rate,and squareness gap rate.An empirical analysis of the impact of rural fiscal expenditures on these three aspects was conducted to understand the effect of fiscal expenditure on poverty reduction,and corresponding policy recommendations were put forward on the basis of empirical analysis.This article has six parts.The first chapter mainly introduces the background of this topic and the significance of the topic,expounds the article's writing ideas and structure,introduces the methods used in the writing process,and analyzes the research innovation and deficiencies.The second chapter is literature review.This article describes the related research on poverty and fiscal expenditure anti-poverty,and gives a general introduction to research on anti-poverty in the academic community,and attempts to systematically review poverty-related research.The third chapter introduces relevant theoretical basis and analyzes and expounds the anti-poverty effect path of rural fiscal expenditure,trying to construct the poverty reduction mechanism of fiscal expenditure.This chapter concludes that different fiscal expenditures affect the rural poor from both direct and indirect aspects,thereby alleviating rural poverty.After theoretical analysis,the fourth chapter analyzes the indicators of rural fiscal expenditure in China and rural poverty.First,the financial expenditure indicators selected in this paper are elaborated,and the characteristics of the changes are analyzed from the two ends of supply and demand;and then,the calculation methods of the rural poverty measurement used in this paper are introduced,and the rural poverty status in China's total and all regions are measured.We will analyze the changing trend of poverty in rural areas in China and systematically elaborate the overall poverty situation in rural areas in terms of characteristics and regions.On the basis of the fourth chapter,the fifth chapter uses self-calculated rural poverty data and selected financial expenditure indicators to empirically analyze the anti-poverty effects of China's rural fiscal expenditure from the supply side and the demand side.The impact of fiscal expenditure subjects on rural anti-poverty effects is different,and the measurement results are analyzed.Based on the previous research,Chapter 6 is the conclusion of this study.The results show that both the supply side and the demand side of the fiscal expenditure scale have a significant effect on rural anti-poverty,and anti-poverty among different fiscal expenditure subjects.There are obvious differences in the effects,which is of great significance to improving the structure of rural fiscal expenditure.At the same time,on the basis of the research,we have put forward some constructive suggestions for China's rural poverty alleviation and development so that rural fiscal expenditure can better play the role of reducing poverty and achieve the overall goal of poverty alleviation as soon as possible.
