In recent years,with the increment of the investment scale in construction projects in China,the requirements from the government,enterprises and individual for project construction are increasing continuously.The Urban Construction Investment Management Limited Liability Company(Co.,Ltd.)(Hereinafter referred to as 'the Urban Investment Company')helps the city infrastructure construction,and has made the outstanding contribution for the country urbanization process.Meanwhile,as the major investment institutions and development organization of the project,the ability of engineering project monitoring and management for some city investment companies was mediocre.In the process of engineering management,the phenomenon of corruption and fraud were appeared so frequently that it may cause the unfulfillable economic expectation and the deviation between the social benefits and the intended target.Therefore,in order to improve the standard management of engineering construction,ensure the project quality and strive to achieve the benefits between society and economy are unified,the reinforcement of the internal control of engineering projects and an omni-directional monitoring and management of project construction are all expected in CICC,a scientific and sophisticated system of the internal control for engineering projects is also expected to established additionally.In this paper,the T City Urban Construction Investment Management Co.,Ltd.(hereinafter referred to as 'T City Investment Company')project was taken,and based on the overseas and domestic research status of the internal control related to its connotation of the project and the theory of agency and cybernetics,the problems existing in the internal control of T-City Investment Corporation's engineering projects were analyzed by using the literature analysis method,systematic research method and case analysis method.This paper focuses on the problems which exist in T project company's engineering project in the early stage,construction period and acceptance period,that is,the non-standard project decision evaluation,the insufficiency of project design control,comprehensive process quality supervision,the hysteretic on-site visa management.poorly controlled,non-standard final accounts and slack completion acceptance of check and control,then put forward corresponding optimization measures,i.e.,improvement of the assessment group decision-making mechanism,implementation of the accountability system for decision-making,enhancement of the control for the project design stage which to ensure the smooth following construction,establishment of a comprehensive quality supervision system which to ensure the quality of the project,strength of the management and supervision of on-site visas,improvement of the management system for completion and acceptance,strength of the professional skills training of the final accounts staff and etc.In this paper,the internal control process and system of the T-City Investment Project,which is conducive to improving the internal control of the T-Urban Investment Company's engineering project,is optimized.At the same time,T-City Investment Company has typical characteristics of the local region,and it undertakes the investment and construction of major projects in T-city and its surrounding areas.The two-element interaction between the urban construction task and the business management is realized by regarding the building,operating,and serving cities as the main function and taking the main purpose that the strategic transformation and management promotion.Therefore,the improvement of the internal control of the T urban company's engineering project has the certain referential significance for the internal control and management of the construction unit project and the development of local enterprises.
