Research On The Improvement Of Internal Control Of Urban Flood Defense Engineering Project Of H City Water Investment Company

With rapid development of our nation’s economic construction in recent years,the people’s livelihood projects of government’s investment are becoming even larger.Furthermore, construction scales and fund limits of engineering project constructionare greatly increasing. Therefore, higher management standards and skills arerequired for government-invested projects regarding the issues such as how to use theconstruction funds efficiently in the right ways and how to improve the managementlevel and skills quickly and effectively for government-invested projects. As being theimportant parts of project management, the perfectly internal control system ofengineering project not only can effectively promote to strengthen project internalmanagement but also improve economic return and management level.H City Water Investment Company’s urban flood defense engineering projectconsists of both TaiPingXi flood bank and TaiPingXi scenic belts of two sides. TheTaiPingXi flood bank has been completed at the end of2011and the construction ofthe TaiPingXi scenic belts starts working at the end of2011, which is expected to befinished in the middle of2013. Under the progress of urban flood defense engineeringproject, it is equipped with a set of basically complete internal control system whichhas favorable guidance to project construction. However, in the process of practicalconstruction, the internal control system is not enforced well and there exists faults inproject’s internal control. This paper systematically analyzes existing problems to theinternal control of urban flood defense engineering project of H City WaterInvestment Company and puts forward to a series of measures for improvement.This paper uses related theory of enterprises’ internal control system, examplingthe construction of urban flood defense engineering project of H City WaterInvestment Company. On account of internal control’s existing problems of thisengineering project, this paper analyzes the causes of these problems from aspects ofcontrol environment, risk assessment, control activity, information andcommunication and internal supervision and provides workable suggestions toimprove their internal control. The purpose of the paper’s research is to provide as areference and a mirror for improving our country’s internal control of the urban flooddefense engineering project system and their practices.
