This paper is based on the thoughts about the vegetable safety,in the context of multiple risk in agro-product quality.The variety of indiscoverably natural and anthropogenic pollution,technical and operational risk move through the supply chain,seriously threated the produce safety.It's a well-known fact that the events,like sulphur-fumigated ginger,carcinogenic enokimushroom,had badly affected the public health and industrial competitiveness and the government credibility.Therefore,it is very important for the government to intervent in food safety,By reasonable and lawful means.Based on this,the author conducted an exploratory literature review.The findings are as followed: Firstly,the existing research on risk identification is based on extensive food category,disregard of the differences in quality and safety of food types.Secondly,few study were developed on the critical control points in quantitative analysis,and the basic data needed further investigation.Thirdly,the research on vegetable risk identification is less.As a result,this article is about the research on vegetables risk identification and the regulations by massive official food inspection and testing data,considered the risk transfer characteristics in supply chain,and nature and social dual attribute of agro-products,This paper is divided into seven chapters.The first chapter is introduction,on the purpose of elaborating content and analytical framework.The second chapter analyzed the relevant research literature,included food risk identification,vegetable safety problems and causes,the critical control points,regulatory means and testing technologies,and so on.The third chapter analyzed the general character about vegetable risk of quality,and assesed the status of vegetable quality safety in China by food safety index.The fourth chapter is to identify the key risks of vegetable safety,and examines the risk transfer in each link of the food supply chain.The fifth chapter is the spatial autocorrelation of vegetable risk in order to find out the risk agglomeration.Chapter six focused on the agro-products regulation inthe United States and Japan,for purpose of get some references.The last part,Chapter seven,made conclusion on the full text,and then put forward a proposal..The preliminary conclusion of this paper is as follows :(1)The vegetable safety level in China has been stable in the last three years,but some local areas had fluctuated greatly.In terms of the safety level of vegetables category,the fresh vegetables ranked first,and dried edible fungus ranked second,and vegetable products were the lowest.Besides,spring and summer were the high risk period..(2)In deep processing,the key point to vegetable products risk control is regulating the use of chemicals.As for planting,the risk of pesticide residues and metal contamination is the main risk of fresh vegetable safety.At the same time,the vegetable safety regulation had a great time lag in China.(3)There was significant positive spatial autocorrelation between the risk of pesticide residue and excessive heavy metal.And the local spatial autocorrelation results suggest that there was also spatial autocorrelation between the risk of pesticide residues and excessive metal in local area.(4)The advanced experience showed that including the act of production under the of the legal framework is necessary.At the same time the improvement of production services is significant,for the purpose of achieving transparent information,traceable products,and mutual trust between the agro-product supply chain.China's regulatory system should make some reference on the basic of the economic and social environment.Consequently,the auther suggested to increase the vegetable stakeholders' safety knowledge and sense of responsibility in the first place,developing a high quality vegetable industry led by science and technology.Secondely,the regulators should improve the agricultural environment regulation and export limitation system.,It's important to establish the self-inspection system for vegetable.Thirdly,Regional risk regulation needs to be strengthened.And regulating the whole chain of agro-products and agricultural materials is an effective supplement.Last but not least,the government should attach importance to the tracking and application of risk analysis results.
