PPP Project Value For Money Evaluation Research

With the development of society,the innovation of urbanization strategy and the increasing demand of infrastructure construction,it is difficult to meet the demand of single financial investment.Under this background,the emergence of PPP model has undoubtedly provided a new and effective solution.It has been widely used in our country with its own advantages of high economic efficiency.At present,although the evaluation of value for money is more focused on qualitative evaluation,there are some problems in qualitative evaluation,such as imperfect setting of indicators of qualitative evaluation and unclear method of determining the weight of indicators all restrict the development of value for money evaluation.In addition,the quantitative evaluation research of PPP project is relatively few,the evaluation process is in the form,and the quantitative evaluation in China lacks the corresponding data base accumulation,so it has negative effect on the scientific decision of PPP model and lacks practical guidance significance.This paper mainly analyzes the problems in qualitative evaluation of PPP project value and the key factors in quantitative evaluation.In addition,this paper discusses the key factors such as discount rate,risk allocation and quantification,and competitive neutral adjustment in quantitative evaluation,provides a clearer selection standard,and puts forward a clearer risk quantification method by combining situational method with probability method.Because the value for money evaluation of the rail transit industry is widely used,so the final selection of the Q Metro Line 6,the qualitative evaluation index system presented in this paper will be used in this case,and the quantitative evaluation of the subway key factors according to the above selection methods,according to the final conclusions of the evaluation.The research in this paper is helpful to promote the application of value for money evaluation in PPP project,provide reference for the application of value for money evaluation in rail transit industry,and promote the decision making of PPP project...
