Research On Improvement Of PPP Model "Value For Money"

With the rapid expansion in an all-round way,the PPP model early decision stage practical value evaluation to determine whether the PPP mode is particularly important.Most countries in the world has formed a more unified and suitable decision method to judge the project should adopt the traditional PPP mode or government procurement mode.With the popularization and application of PPP model,our country also set up his own value evaluation system,because of the lack of data and econometric model is not yet mature,is only a primary exploration stage compared with the international.This article,taking the development of the PPP model in our country as a starting point,through the connotation of value evaluation theory for further study,as well as the relatively mature in the reference international PPP mode value evaluation system,puts forward the limitations of current international value evaluation system,and the value evaluation system of existing problems and deficiencies.Given these limitations and problems,the current foreign and domestic research is put forward the improvement measures from one aspect,has not yet formed a complete system of improvement.The solution of the problem to explore,this article through to the government and the ministry of finance,the center for social capital cooperation value evaluation data of 83 demonstration project in-depth analysis,put forward the value evaluation system improvement direction and train of thought.In order to solve the limitations of the current evaluation system,for the first limitation,respectively,to conform to the basic assumptions of the project and is not in conformity with the basic assumptions of the project is analyzed and improved method is put forward.First to conform to the basic assumptions of the project,procedures and methods in the evaluation of value on qualitative and quantitative evaluation process improvement:the qualitative evaluation mainly the entropy value method to determine evaluation index weights,analysis and evaluation index weight set for qualitative evaluation scores,the influence of inspection at the same time through the standard deviation of expert evaluation;Quantitative evaluation mainly increases sensitivity analysis,and carries on further verification of quantitative evaluation results by selecting different sensitivity factors.Finally,based on the qualitative and quantitative evaluation of improvement results and the project data analysis,the value judgment of the object is extended to the interval judgment.Secondly to do not conform to the basic assumptions of the project,through the analysis of the motivation of such projects using the PPP mode put forward the value evaluation index should increase the social benefits this supplement,this paper introduces the PPP project operation of social benefit evaluation method,and improved the value of such projects evaluation program.For the limitations existing in current evaluation system,put forward to adopt phased whole life cycle value evaluation,continuously for dynamic correction of value evaluation,and briefly introduces the content and emphasis of purchasing phase value evaluation.Finally through to the "one city water supply and drainage engineering PPP project instance data for calculation and analysis,to verify the effectiveness of the proposed in this paper the value evaluation system to improve the rationality and feasibility.And in this paper,through the study found that the early stage of the decision-making phase value evaluation of improvement,also for the next phase of provides reference value evaluation,combined with project management experience,puts forward the value evaluation from a decision to the project management methods to change the idea,so that China's value evaluation system more complete,more has the continuity,the PPP mode in order to achieve the purpose of the final value.
